RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager
Tyler Marr, City Attorney Carrie Daggett (remote), and Interim City Clerk Heather Walls met in person on
Monday, May 20, 2024. The following summarizes the discussions that began at 8:02 a.m.
May 21, 2024, Regular Meeting:
• The draft regular meeting agenda was reviewed.
• There are 18 items: 8 Second Readings, 8 First Readings, 2 Public Hearings, and 3 Resolutions as
well as and executive session for Mid-Year reviews of Council’s direct report employees.
• Item 1, Making Supplemental Appropriation of the 2050 Tax for Various Programs and Services
Related to Parks, Recreation, Transit and Our Climate Future, may be pulled from consent to discuss
the use of funds relating to certain projects.
May 21, 2024, Electric Utility Enterprise (EUE) Board Meeting:
• The draft agenda was reviewed with 2 first readings relating to aligning the renewals of each
agreement with the banks to reduce administrative efforts.
May 28, 2024, Work Session
• Item 1, Council Meeting Rules of Procedure Update, is the follow up to the Council rules discussion
held earlier in the year relating to public participation.
• Item 2, 2024 Legislative Review, will update Council and the public on bills passed in the 2024
legislative session. This time with Council is intended specifically to talk about enacted legislation that
could influence Councils own policy deliberations and plans. Our Contract lobbyists will be available
for questions.
Six-Month Calendar:
• July 9 - West Elizabeth Enhanced Travel Corridor - This item was scheduled separately from the
additional transit topics slated for late August recognizing how much content exists to be covered.
• August 13 – This work session date was held for yet to be determined Council priorities given the
tightness of the six-month calendar and wanting to ensure space was available as staff advances the
work plan. Specific topics will be added in the coming weeks.
• August 27 - Quasi-judicial Appeals Process – Question was asked regarding anticipated turnaround

time to implement suggested changes following the work session. It was noted that staff is preparing
the items so that they can be adopted quickly after the work session if Council so desires.
o It was also noted that changes would be intended to create clearer information to residents
about what to expect through these processes and to not create false expectations about the
purpose of the appeal process.
o The City Attorney’s Office will provide a legal memo outlining the potential revisions.
Interim City Clerk Heather Walls
• Met with Delynn Coldiron, new City Clerk, who is preparing to hit the ground running on June 24.
Deputy City Manager Tyler Marr
• Noted the hazardous waste event on Saturday, May 18 was successful and offered thanks to all staff
involved in its planning. Indicated that staff would follow up with final numbers of participation when
available.
o It was also noted that marketing for this event was very well done this year and additional
kudos were offered in that regard.
City Manager Kelly DiMartino
• Noted the invitation from the Poudre School District Board to attend a special meeting on Monday,
May 20. Council will not attend due to lack of time to meet public notice requirements. Mayor Arndt
sent a response to school board president, Kristin Draper, which is attached.
City Attorney Carrie Daggett
• Noted an appropriation for the Charter Review Council Priority was added to the June 4 Council
agenda.
Mayor Pro Tem Emily Francis
• Requested the update on muffler noise be distributed to Council as a memo.
Mayor Jeni Arndt
• Noted some frustration on the part of contractors relating to inconsistencies of inspection with respect
to City Codes. Deputy City Manager Marr will follow up with staff to see what lessons may be able
to be learned and incorporated into the process.
• Confirmed the residency requirements for the new One Water Director will be to live within 5 miles of
city limits.

Hello Kristen,
Thank you for the invitation to participate in the special meeting of the Poudre School District Board
of Education this evening, May 20 at 6:30pm. We appreciate the Board of Education’s offer for
dialogue with elected officials as the future of our school district is certainly of shared interest for us
all.
Given that Council will not have an opportunity to hear public comment or discuss as a body
following tonight’s board action, and due to the inability to adequately meet public notification
requirements that would allow a quorum of Council participation with this short notice,
Councilmembers will not be in attendance this evening. However, we look forward to hearing the
outcome of the Board’s decisions tonight and to fully participating in future discussions on this
critical topic.

Dear Elected Officials,
Please join us at our Special Meeting on Monday, 6:30pm at the JSSC. After the Board of
Education votes on the 3 issues posted, we would like to have a conversation regarding
the importance of public education in our community, discuss what laws have been put
into place to help young, less established families move into the school district and how
they will be implemented in the various areas (Wellington, Timnath and Fort Collins). We
all want what is best for our kids and our communities, and I hope that during this time
we can emphasize this and discuss all the ways we, as various entities, are approaching
this and how we can work together to create the best community and school district
possible.
