Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: May 13, 2024 TO: Mayor and Councilmembers FROM: Amani Chamberlin, Assistant City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr, City Attorney Carrie Daggett, and Assistant City Clerk Amani Chamberlin met remotely via Microsoft Teams on Monday, May 13, 2024. The following summarizes the discussions that began at 8:02 a.m. May 14, 2024 Work Session: • The published agenda was reviewed. • There are two items on discussion. • Item #1, Council Priorities is anticipated to be an extended discussion to allow appropriate time to get through each section. After each priority is discussed, there will be time for feedback and questions for that priority. May 21, 2024 Regular Meeting: • The draft regular meeting agenda was reviewed. • There are 16 items: 8 Second Readings, 5 First Readings, 1 Public Hearing, and 3 Resolutions as well as an Executive Session to conduct Mid-Year Reviews of Council’s Direct Reports. • Item #1, Second Reading of Ordinance No. 058, 2024, Making Supplemental Appropriation of the 2050 Tax for Various Programs and Services Related to Parks, Recreation, Transit and Our Climate Future will likely be pulled off Consent. • Executive session to be held for Mid-Year Reviews of direct reports. The order of reviews will follow the rotation established and be Chief Judge, City Manager, City Attorney, and each will be allotted an hour for their review. May 21, 2024 Electric Utility Enterprise (EUE) Board Meeting: • The draft agenda was reviewed. • There are two First Readings. • Discussion of where to place this meeting in the broader Council meeting indicated that it should occur prior to heading into Executive Session for the mid-year reviews. Leadership Planning Team Meeting May 13, 2024 Page 2 of 2 Six-Month Calendar: • Discussion about the potential need for a Work Session to discuss upcoming proposals for Election Code changes. It was stated that a memo would suffice based on the nature of the changes. It was also noted that there is still another Election Code Committee meeting to be held prior to Councils’ initial consideration of any changes. Assistant City Clerk Amani Chamberlin • No additional items. City Manager Kelly DiMartino • Working with a customer service consultant called BlastX. They are Interested in interviewing Councilmembers. Mayor and Mayor Pro Tem have volunteered to interview. If other Councilmembers have interest in being interviewed, they are encouraged to reach out to Sarah Kane to schedule time. • Was invited to Barcelona, Spain by the Cities Fortifying Democracy project in June and is looking forward to the opportunity to represent Fort Collins. City Attorney Carrie Daggett • Great visit to Iowa for Mother’s Day, flies back this afternoon and will be in office tomorrow. Deputy City Manager Tyler Marr • Noted that he and Police Chief Swoboda had a productive set of meetings in Philadelphia last week with the Downtown Development Authority (DDA), Visit Fort Collins, Colorado State University (CSU), and the Bohemian Foundation related to nighttime economy work and supporting local creatives. Lessons learned will be valuable as related to conversations updating the noise ordinance and other downtown programming items continue. Mayor Pro Tem Emily Francis • No additional items. Mayor Jeni Arndt • Referred to the German Marshall Fund, noted the importance of attending events that are both large and small. • Went to CoMotion conference last week was good meeting among different sectors related to the transportation industry. Noted she and the Mayor of Miami were the two mayors invited to attend. • Noted she met with School Board President Draper last week to continue discussions related to the school consolidation topic. Meeting adjourned at 8:46 a.m.
