Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: May 6, 2024 TO: Mayor and Councilmembers FROM: Heather Walls, Interim City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Pro Tem Emily Francis, Councilmember Melanie Potyondy (remote), Deputy City Manager Tyler Marr, Assistant City Manager Rupa Venkatesh, City Attorney Carrie Daggett, and Interim City Clerk Heather Walls met in person on Monday, May 6, 2024. The following summarizes the discussions that began at 8:05 a.m. May 7, 2024 Regular Meeting • The published agenda was reviewed. There are 17 items: one set of minutes, 4 Second Readings, 8 First Readings, and 5 Resolutions as well as an appeal. • Item #5, Making Supplemental Appropriation of the 2050 Tax for Various Programs and Services Related to Parks, Recreation, Transit and Our Climate Future, will be pulled to inform the community of the plans for the tax measure. Staff will be prepared to speak to its purpose and at a high level to the item. • Item #6, Making a Supplemental Appropriation from the Local Planning Capacity Grant for the Affordable Housing and Planning Development Process Improvement Project and Approving a Related Grant Agreement, was noted to be a good news item. • Item #16, Second Reading of Ordinance No. 055, 2024, Repealing and Reenacting Section 29-1 of the Code of the City of Fort Collins to Adopt a Revised Land Use Code by Reference that Advances Adopted City Policy Goals and Incorporates Foundational Improvements and Separately Codify the 1997 Land Use Code as Transitional Land Use Regulations, will not include a presentation but staff will be prepared to answer questions. • Regarding Item #17, Mason Street Infrastructure Overall Development Plan Appeal, discussion included current process and the upcoming work to update the code to provide more off-ramps before an appeal needs to come before Council to be heard. o The appeal script will be included in the script books provided for the meeting. Additional hard copies of the appeal script will be provided. May 14 Work Session • The draft work session agenda was reviewed. • Item #2, Occupancy Ordinance Discussion, will discuss fine tuning the code and confirming Council intent as well as the implementation of HB24-1007. This item will be presented to the Planning and Zoning Commission on June 20. Leadership Planning Team Meeting May 6, 2024 Page 2 of 2 Six-Month Calendar: • July 16, Transportation System Maintenance Program Ballot Referral: a reference to street maintenance will be added in parentheses for clarification. • Noted the Digital Accessibility Roadmap appropriation item scheduled for May 21 will be on the consent calendar. • Reminder that no discussion items will be scheduled on May 21 due to Council’s Direct Report Employee Evaluations that night. • An appeal of the Historic Preservation Commission’s April 17, 2024, decision on the denial of the property owner's appeal of the determination of historic eligibility for 2601 S. College Ave was received on April 30 and will be scheduled for a June 4 hearing. Interim City Clerk Heather Walls • No additional items. Assistant City Manager Rupa Venkatesh • City Clerk finalist interviews were conducted last week. A final decision should be made before the end of the week. A resolution will need to be scheduled to ratify the appointment once a start date is determined. City Attorney Carrie Daggett • A new attorney, Yvette Lewis-Molock was recently hired and will be working in the Utilities, Planning, Development and Transportation team in the City Attorney’s Office. Additional information will be provided soon. Deputy City Manager Tyler Marr • Noise-related Code revisions will likely not be in place until summer 2025. Current code is not compatible with the downtown environment. Mayor Pro Tem requested follow up on the discussion. Councilmember Melanie Potyondy • No additional items. Mayor Pro Tem Emily Francis • Noted concern regarding misinformation in the community with relation to the use of the Hughes Stadium property. Council has discussed eligible uses but there is not a set plan for the use of the property yet. Community communication is important around this topic and asked for more proactive communication with specificity around when engagement will occur and that nothing has been promised to any specific use or community group. o Assistant City Manager Venkatesh also noted the topic will be discussed at the May 14 work session. o Staff should be prepared to respond to questions at the May 7 Council meeting after public comment.
