Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 30, 2024 TO: Mayor and Councilmembers FROM: Heather Walls, Interim City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr, City Attorney Carrie Daggett, and Interim City Clerk Heather Walls met remotely via Microsoft Teams on Monday, April 29, 2024. The following summarizes the discussions that began at 8:00 a.m. May 7, 2024 Regular Meeting • The draft agenda was reviewed. There are 18 items: 5 Second Readings, 9 First Readings, and 5 resolutions as well as an appeal. • Item #7 – Philanthropic revenue was received from The Recycling Partnership to support the purchase of recycling carts as well as outreach and education. The group is a mission driven- non- governmental organization. • Item #9 - Pianos about Town Project is an ongoing program that not only places new pianos but also funds repainting since they are outside and need to be refurbished due to exposure to the elements. The funding is specific to Pianos about Town. Six-Month Calendar: • Juneteenth will be celebrated at Council on June 4 with a proclamation and a joint reception for Pride Month and Juneteenth. Interim City Clerk Heather Walls • There was a request from Rocky Mountain Raptor Program to present ideas to Council for the Hughes stadium site. As this is not the intended use of Community Reports, the request was declined. • A meeting was held with staff from Planning, the Clerk’s Office and the Attorney’s Office to discuss providing guidance to the appellants as they navigate the appeal process without providing legal advice. Initial process improvements we can implement prior to the proposed changes to the appeal process will include an introductory message from the Clerk’s office outlining the timeline of the process and procedural details as well as adding an FAQ page to the appeals page. Deputy City Manager Tyler Marr • Rental registration opened up and began last Friday. Kudos was given to the staff team who has worked to stand this program up. Leadership Planning Team Meeting April 30, 2024 Page 2 of 2 City Attorney Carrie Daggett • Noted litigation in federal district court her team will be monitoring. City Manager Kelly DiMartino • Noted the DDA interview process has been relatively similar for the past 18 years which aligns with state statute. City Attorney Daggett added there was a change to practice regarding timing within the past few years in order to conform to the statute. • County’s Regional Elected Officials meeting is this week. The purpose of the meetings is to develop strong regional relationships. • Kids in the Park at Twin Silo took place on Sunday. It was an excellent free community event where community members could learn about recreation activities, play in the park, dance to music and enjoy local food truck offerings. • During a recent storm when Estes Park was hammered with snow, City Light & Power crews were sent to assist the community in getting power restored, as part of our mutual aid arrangement with them. Mayor Pro Tem Emily Francis • No additional items Mayor Jeni Arndt • CSU President Parsons communicated there would be a pro-Palestinian protest Monday at CSU and they have a plan in place to avoid any escalation. • Regarding questions Council is receiving relating to sustainable energy, an FAQ page may be useful to direct inquiries with a message to contact staff for questions that are not addressed on FAQ page. • Noted a question was received on whether old carts will be recycled to which Republic Services confirmed they all would be recycled or repurposed. • Noted she attended the Energy Board meeting to discuss the Code of Conduct review and added Zoom was not working so those attending remotely were not able to participate. • • Thanked Police for their solution- and community-oriented approach and noted a live display of compassionate treatment of those experiencing homelessness during an event she attended at the library recently. • Offered congratulations to Mayors recently elected in Estes, Windsor and Timnath.
