Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 22, 2024 TO: Mayor and Councilmembers FROM: Amani Chamberlin, Assistant City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr, City Attorney Carrie Daggett, and Assistant City Clerk Amani Chamberlin met in person on Monday, April 22, 2024. The following summarizes the discussions that began at 8:02 a.m. April 23, 2024 Work Session • The published agenda was reviewed. There are three items for discussion. • The dinner planned before the work session is being held in the 222 Laporte Avenue building, and Council will be moving over to City Hall’s Council Information Center (CIC) Room to conduct their work session immediately afterwards starting promptly at 6:00 p.m. Six-Month Calendar: • May 7 – Regular Council Meeting - There are plans to have a commemorative recognition of Pat Ferrier for her service with the Coloradoan. • May 28 – Work Session - Clarification was requested on the Traffic Safety item being discussed. It was added that this is related to the potential future designation of speed corridors and the possibility of red light cameras being used to enforce speeding, etc. • Unscheduled Calendar - Clarification added to the title of the second planned discussion of the Building Performance Standards item stating it is a “Follow up” discussion to the work session planned tomorrow evening. Assistant City Clerk Amani Chamberlin • No additional items. Deputy City Manager Tyler Marr • No additional items. Leadership Planning Team Meeting April 22, 2024 Page 2 of 2 City Attorney Carrie Daggett • The United States Supreme Court will be hearing oral arguments in the Johnson v. Grants Pass Oregon case restricting enforcement of homeless camp bans, which is likely to have an impact on the City and what the City’s options are related to limiting camping in public places. City Manager Kelly DiMartino • First round of interviews for City Clerk will be wrapping up tomorrow, April 23. • Believes that Loveland is ready to move forward with Airport Governance Committee. • Requested feedback on the franchise fee work stream. It was agreed that this should continue as planned and discussed by Council last year. Mayor Pro Tem Emily Francis • Asked about current progress on Appeals process review. It was added there is a plan to review the appeals that have come up this year so far after completion of the May 7 appeal, to inform a future work session discussion. Staff will look towards August as a potential time frame to have this discussion and will address it at the Executive Team’s weekly meeting. It was noted that the appeals process has had a significant impact on project timelines, sometimes despite the lack of substantive issues with an approved project. • The dynamics of the development review process and how they impact public expectations and barriers to housing development in the community were discussed. Mayor Jeni Arndt • Noted an upcoming meeting with chair and vice chair of PSD Board. And noted that good conversations and ideas are coming up regarding the district’s ongoing work with facilities. • Gave a shout out to all the volunteers helping with the Fort Collins Trolly for their hours of enthusiasm, care, and love for something that is nice for the community. • Wanted to flag a bill being placed before the State Legislature that would broadly define the “waters” to be regulated by the State of Colorado and the implications of the State staffing for this far-reaching program.
