RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager
Tyler Marr, City Attorney Carrie Daggett, and Assistant City Clerk Ann Marie Sharratt met remotely via
Microsoft Teams on Monday, April 15, 2024. The following summarizes the discussions that began at
8:00 a.m.
April 16, 2024 Regular Meeting
• The draft agenda was reviewed. There are 14 Items. Including twelve consent items and two
discussion items, along with a staff report.
• On the appeal item, it was noted that it has been clarified that the appellant will be in control of the
time allowed for presentation in support of the appeal. This has not been completely clear in the past.
April 23, 2024 Work Session
• The draft agenda was reviewed. There are three items for discussion
• The order for the discussion items was changed so that the Poudre Fire Authority IGA and Annual
Report item comes first, then the Building Performance Standard (BPS) Policy Development –
Discussion #1 is second and the Community Capital Improvement Tax and Street Maintenance ¼-
cent Renewals – Discussion # 2 is last.
• Kelly DiMartino will try to connect with Derek Bergsten, Fire Chief, prior to the work session regarding
the expectations during the dinner that evening. This discussion is really about fair cost sharing and
not a discussion with the District.
Six-Month Calendar:
• Order of items on the April 23, 2024 Work Session were moved as noted above in the review of the
April 23, 2024 Work Session agenda review.
Assistant City Clerk Ann Marie Sharratt
• Kim Holbrook, the newly hired Records & Information Governance Manager, in the City Clerk’s Office,
started, Monday, April 15.

Deputy City Manager Tyler Marr
Attended the Transforming Local Government conference last week with a small staff team and was
complimentary of the topics discussed. Caryn M. Champine, Director of Planning, Development and
Transportation, and Tyler presented on the Land Use Code, including what was learned and observed
here in Fort Collins. This was well received by those attending.
City Attorney Carrie Daggett
• Thank you to Jenny Lopez Filkins, Deputy City Attorney, for covering while she was out of the office
last week.
• Conducting panel interviews this week to fill the attorney position that opened up in the City Attorney’s
office last year.
City Manager Kelly DiMartino
• Follow-up with Poudre School District. Caryn M. Champine, Director of Planning, Development and
Transportation is the point person on this from the staff side; noted that talking points from points of
staff engagement and staff points of involvement will be shared with Council. Also noted that staff is
working on a SAR response.
Mayor Pro Tem Emily Francis
• No additional items.
Mayor Jeni Arndt
• Has been having a number of discussions with residents regarding the school consolidation work.
People universally agree this will impact the future of Fort Collins.
• Shoutout to the Chamber for the event last week!
