Subject: April 16, 2024 AIS – Item 5 – Clarification of Tree Remediation work by CSU
BOTTOM LINE
This memorandum is being sent to provide an update on the scope of Tree Remediation work
within the proposed CSU Trail Easement over the Gardens at Spring Creek. This information
was provided to the City after the Agenda Item Summary was published.
BACKGROUND
The Agenda Item Summary was drafted based upon plans submitted, showing no
impact to existing trees. Subsequently CSU has provided clarification that 5 trees will be
impacted and will be replaced per City and CSU forestry mitigation requirements.
The scope of the proposed impacts and mitigation are described in the attached April 11,
2024 CSU letter and associated Landscape Plan.
NEXT STEPS
City Council consideration of updated materials.
In addition to City Staff, David Hansen, PLA University Landscape Architect can be
available to answer questions via video participation during the April 16, 2024 Council
Meeting.

RE: CSU Phemister Trail – Tree mitigation/ landscape plans
Dear Ralph,
As requested, in response to Council Member Ohlson’s request for additional information regarding tree
and mitigation plans for the Phemister Trail I am providing the following supplemental information on
behalf of CSU.
As a condition of approval for the SPAR (SPA230001) city staff recommended the following to P&Z.
“In addition to Spring Creek restoration, complete landscape outlined by Ordinance No. 113-2016 and
supplemental concept updated by CSU and Parks Planning thereafter”.
The attached landscape plan (Exhibit A) meets the intent of this referenced ordinance and the approved
SPAR as well as the mitigation and restoration requirements of City environmental planning and CDOT
(grant administrator) for this project.
The project will have an impact on a total of 5 trees due to site grading or clearance required of the trail
bridge that spans Spring Creek. Trees will be replaced per city and CSU forestry mitigation
requirements and have been represented in the attached project landscape plans. Additional trees have
been represented in the landscape plans that have the potential to benefit both trail users and wildlife on
the site. Trees adjacent to the project that are to remain will be protected during construction per CSU/
City forestry standards. Wetlands are also minimally impacted, disturbed areas will have topsoil
replacement and will be restored through seeding and appropriate supplemental plant material
measures also identified on the project landscape plans as guided by our environmental consultant in
coordination with city environmental planners and requirements of CDOT for environmental clearance.
Erosion control measures will be installed prior to construction as directed by requirements of the state
MS4 permit. Seeding that occurs on sloped conditions will be secured with biodegradable blanketing
which help to promote germination and avoid wash-off of seed during the critical establishment period.
Seed mixes have been coordinated with city environmental planners and our environmental consultant
for appropriate contextual vegetation. Supplemental irrigation provided by CSU will also be available on
site to aid in this establishment.
