Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 8, 2024 TO: Mayor and Councilmembers FROM: Heather Walls, Interim City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Assistant City Manager Rupa Venkatesh, Deputy City Attorney Jenny Lopez Filkins, Project and Policy Manager Ginny Sawyer and Interim City Clerk Heather Walls met remotely via Microsoft Teams on Monday, April 8, 2024. The following summarizes the discussions that began at 8:01 a.m. April 9, 2024, Work Session • The published agenda was reviewed. April 16, 2024, Regular Meeting • The draft agenda was reviewed. Two discussion items are planned: o Items Related to the Adoption of a New Land Use Code. o Appeal of Planning and Zoning Commission Approval of the Union Park Project Development Plan. • The proclamation for Asian American, Native Hawai’ian, and Pacific Islander Heritage (AANHPI) Month will be moved to the last proclamation of the evening. • In response to a question on item 6, Appropriating Prior Year Reserves in the Natural Areas Fund and the Sales and Use Tax Fund for the Purpose of Land Conservation, Visitor Amenities, Restoration and Other Related Natural Areas Stewardship Activities Not Included in the 2024 Adopted City Budget, it was noted that funding for Natural Areas purposes other than capital projects lapses each year if not spent. The ordinance will appropriate more than $7M in unspent funds and unanticipated revenues in the Natural Areas Fund. Approximately $7M of those funds will fund land conservation. Designated sources of revenue for Natural Areas funds were noted. • Noted the appointee’s name in the URA appointment does not need to be in the executive summary. • Noted public comment for the Land Use Code item is anticipated to be substantial. Staff will monitor participation registration and plan accordingly. • Clarification was provided on the Union Park appeal and the basis of appeal which is failure to properly interpret the relevant codes and consideration of evidence that was false and misleading. Six-Month Calendar: • Watershed IGA will be scheduled for May 7. This is an amendment placing the current IGA into abeyance. Staff will submit a council agenda request for this item. Leadership Planning Team Meeting April 8, 2024 Page 2 of 2 • The General Improvement District No. 1 Capital Improvement Plan scheduled for the May 14 work session will be removed and staff will follow up with a memo. • Staff will submit a council agenda request for a legislative update at the May 28 Work Session. o Unscheduled Items on the Six-Month Calendar:  Noted the delay on the Xcel franchise fee is due to the need to confirm that Xcel will provide the on-bill rebate for low income customers and is taking longer than anticipated.  The September budget dates have been added to the calendar from unscheduled. Ginny Sawyer • No additional items Deputy City Attorney Jenny Lopez Filkins • No additional items Assistant City Manager Rupa Venkatesh • No additional items Mayor Pro Tem Emily Francis • Requested clarification on the water supply presentation because it appears the only updates are due to inflation. There did not appear to be information on dedication based on development type. Sawyer noted that the presentation is to focus on methodology and overall philosophy and that the • dedication amounts are not being updated. Options on valuating the water and the Water Supply Requirement fee methodology are being presented. It was suggested that noting the changes from the August 2023 presentation would be good. o It was also noted that CFO Travis Storin will provide an introduction on the impact fees and water supply fees and clarify their differences. Mayor Jeni Arndt • Noted media requests received on public participation and occupancy issues. • Occupancy bill has not been sent to governor yet. There was a minor amendment in the Senate so it needed to be sent back to the Legislature to concur. Meeting adjourned at 8:33 a.m.
