Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 1, 2024 TO: Mayor and Councilmembers FROM: Amani Chamberlin, Assistant City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Deputy City Manager Tyler Marr, Assistant City Manager Rupa Venkatesh, City Attorney Carrie Daggett, Deputy City Attorney Jenny Lopez Filkins, and Assistant City Clerk Amani Chamberlin met remotely via Microsoft Teams on Monday, April 1, 2024. The following summarizes the discussions that began at 8:02 a.m. April 2, 2024, Regular Council Meeting • The published agenda was reviewed. Three sets of minutes will be considered for approval. There are 4 Proclamations. The consent agenda consists of 10 second readings, 4 first readings and 6 resolutions. • Discussion items include: Item 20 - Second Reading of Ordinance 039, 2024. Amending City Code to Provide Additional Procedural Options for the Conduct of City Council Meetings. It was noted that this is a discussion item because of the split vote on first reading. April 9, 2024, Work Session • The draft agenda was reviewed. Three discussion items are planned. • Item 1 – Impact Fees Discussion o It was discussed this item will include a tee up for both this and the following item before diving into the specific topics. • Item 2 – Water Supply Requirements, Excess Water Use Charges, and Non-Residential Allotments. o It was requested that there be clarity provided to Council considering how these monies are contributing to the Halligan Dam project. • Item 3 – Discussion of the 2024 appropriation of the first year of the 2050 Tax for Parks, Recreation, Transit and Climate (2050 Tax) Leadership Planning Team Meeting April 1, 2024 Page 2 of 3 Six-Month Calendar: • May 7 Regular Meeting: Due to the new preference for proclamations to be limited to 4 in one evening the proclamations scheduled for this evening may be subject to change. • May 28 Work Session: As per discussion during last week’s Leadership Planning Team (LPT) meeting, the consideration of moving the planned Mid-Year Reviews of Council’s direct reports from May 28 to the evening of May 21 Regular Meeting is still being considered and will be further discussed at this week’s Executive Leadership Team (ELT) meeting. There is further consideration of what, then, would be scheduled for the May 28 Work Session. It was suggested that the legislative session debrief, and associated policy impacts could be a good item. • August 6 Regular Meeting: It was mentioned that Neighborhood Night Out (NNO) will likely be moved from Tuesday, August 6 to Saturday, August 10 and a memo is forthcoming to Council. This meeting was already cancelled due to the previous years of NNO falling on this Tuesday and the meeting will remain cancelled regardless of whether NNO gets moved. Unscheduled Items on the Six-Month Calendar: • It was explained that budget items are scheduled and will be moved from the unscheduled calendar in the coming month as the calendar expands into September. • Attention was directed to the Xcel franchise fee item being unscheduled still – there was a request to have more insight on the administrative timeline for the work plan of this item. It was noted that an implementation date could be decided as part of the resolution. Assistant City Clerk Amani Chamberlin • No additional items. Deputy City Manager Tyler Marr • Noted that Pat Ferrier is retiring from the Coloradoan. Deputy City Attorney Jenny Lopez Filkins • Responded to a status update on Code of Conduct matters. City Attorney Carrie Daggett • Noted Jenny Lopez Filkins, Deputy City Attorney, will be covering LPT next week. • Hoping to fill the current attorney vacancy in the City Attorney’s Office soon. Assistant City Manager Rupa Venkatesh • Note that the application process for the City Clerk position has now closed. Screening and interviews will begin soon. Leadership Planning Team Meeting April 1, 2024 Page 3 of 3 Mayor Pro Tem Emily Francis • Requested clarification on legal hold considering discussion of a Ceasefire in Gaza with the Human Relations Commission (HRC) and confirmed that HRC members will receive assistance with complying with that process. • Asked about what involvement the City has had in the evaluation of the consequences of school closures within the Poudre School District. Noting that schools in this district are community hubs and the closures will have significant impacts on their respective neighborhoods. Staff to follow up with the extent of current involvement in the district’s process. Mayor Jeni Arndt • Stated that there have been incidents of public communicating and requesting private discussion via email. She noted her desire for communications from members of the public with public servants and elected officials to be transparent. Meeting adjourned at 8:40 a.m.
