Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: March 25, 2024 TO: Mayor and Councilmembers FROM: Amani Chamberlin, Assistant City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie Daggett, Deputy City Manager Tyler Marr, and Assistant City Clerk Amani Chamberlin met in person on Monday, March 25, 2024. The following summarizes the discussions that began at 8:02 a.m. March 26, 2024, Work Session • The published agenda was reviewed. Three discussion items are planned. • Item 1 – Occupancy Ordinance Discussion. • Item 2 – Regional Wasteshed Update – IGA and Immediate Next Steps. • Item 3 – Urban Forest Strategic Plan Findings and Proposed Direction. April 2, 2024, Regular Council Meeting • The draft agenda was reviewed. There are 4 Proclamations. The consent agenda consists of 3 sets of minutes, 10 second readings, 4 first readings and 3 resolutions. • Discussion items include: Item 3 - Second Reading of Ordinance 039, 2024. Amending City Code to Provide Additional Procedural Options for the Conduct of City Council Meetings. It was noted that this is a discussion item because of the split vote on first reading. Six Month Calendar • April 16 Regular Council meeting: o Telecommunicators proclamation will not be held this evening and instead will be delivered directly to recipient. o Flag for City Clerk’s Office schedule only a total of 4 proclamations on any given evening and communicate a standard of ten minutes as maximum amount of time for each. • May 14 Work Session: Occupancy Discussion may not be needed. Potential addition of a discussion on the topic of Public Comment. • May 28 Work Session: Potential rescheduling of Mid-Year Reviews to May 21 Regular meeting for the purpose of scoping any remaining Land Use Code discussion due to a rescheduling request. Staff noted they would confirm this option at this week’s Executive Team meeting. Confirmation of the Honorable Judge Jill Hueser’s availability is required to confirm moving the Mid-Year Reviews. City Attorney Carrie Daggett • Noting that she will be unavailable on April 8 and 9 and that Deputy City Attorney Jenny Lopez Filkins will be covering LPT and the Work Session in her place. City Manager Kelly DiMartino • Good news item relating to the resolution of the Open case. Happy to have the Court’s ruling. • Harmony Road repaving project planned to start March 25th was delayed until March 26th due to weather. Mayor Pro Tem Emily Francis • Question about increasing graffiti around town, and what actions are taking place in response to this. It was provided that the best way to get graffiti addressed locally is to report the incident using the Access Fort Collins.
