RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie
Daggett, City Attorney Carrie Daggett, Deputy City Manager Tyler Marr, and Interim City Clerk Heather
Walls met via Teams on Monday, March 18, 2024. The following summarizes the discussions that began
at 8:05 a.m.
March 18, 2024 Special Council Meeting
• The published agenda was reviewed. There is one discussion item relating to the conduct of City
Council meetings.
• A total of 92 people registered to speak at the meeting.
• Clarifications of the published draft rules and ordinance will be made during the meeting and revised
proposed rules and ordinance will be shared. The gender inclusive language will also be included.
March 19 Regular Council Meeting
• The published agenda was reviewed. There are 2 sets of minutes, 6 second readings, 11 first
readings and 27 resolutions planned on the consent agenda.
• For discussion, there is one item planned for the Strauss Lakes Metropolitan Districts Conceptual
Review Hearing.
March 26 Work Session
• The description of the wasteshed item was updated to narrow the scope of the discussion.
6 Month Calendar
• The calendar was reviewed focusing on any new or updated items.
• The two appeals that were tentatively scheduled are confirmed. Mason Street Infrastructure is
scheduled for May 7 and Union Park is scheduled for April 16.
• Due to a publication issue, the Land Use Code scheduled for April 2 will move to April 16 with second
reading on May 7.
• A community report from Platte River Power Authority will be scheduled for August 13.

Deputy City Manager Tyler Marr
• Noted appreciation for time spent at National League of Cities last week and in meetings with federal
delegation.
City Attorney Carrie Daggett
• No additional items.
City Manager Kelly DiMartino
• Noted a new records manager was hired and is scheduled to start in the City Clerk’s Office on April
15.
• The posting for City Clerk will close on March 31 and the goal is to have a City Clerk in place by late
May or early June.
• Noted appreciation for Assistant City Manager Venkatesh responding to all of the City Leaders emails
over the weekend related to Monday’s special meeting.
Mayor Pro Tem Emily Francis
• Noted she was accepted into the Harvard program for Senior Executives in State and Local
Government.
Mayor Jeni Arndt
• Requested some information related to tonight’s meeting be provided as well as an update to the
comparison table created of other cities’ public comment processes.
o It is anticipated that there will be amendments to the proposed resolution and ordinance.
• Noted it is important to be referencing the correct and most up-to-date rules during a Council meeting.
• The presentation for tonight’s meeting will be updated and provided to Council prior to meeting.
