RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie
Daggett, Deputy City Attorney Jenny Lopez Filkins, Deputy City Manager Tyler Marr, and Chief Deputy
City Clerk Rita Knoll met via Teams on Monday, March 4, 2024. The following summarizes the
discussions that began at 8:05 a.m.
March 5, 2024 Regular Council Meeting
• The published agenda was reviewed. The consent agenda consists of six second readings, one first
reading and one resolution.
• There is one discussion item:
o Item 9 – Strauss Lakes Metropolitan Districts Conceptual Review Hearing.
It was noted that the process contained in the Agenda Item Summary doesn't lay out
the steps in the hearing itself and should be supplemented. A memo will be included
in the Read Before packet regarding the adopted hearing process, so those interested
in speaking understand when they will have the opportunity to speak.
o As of final preparation of these notes, 73 people are signed up to speak during public comment,
primarily regarding a cease fire resolution. Staff is asked to follow the same protocol established
for the February 20 meeting.
• Deputy City Attorney Lopez Filkins will be the City Attorney representative at the meeting. Clerk staff
will be Assistant City Clerk Amani Chamberlin.
March 12 Work Session
• Cancelled for NLC Conference.
6 Month Calendar
• The calendar was reviewed focusing on any new or updated items.
• The two appeals that were filed last week were tentatively scheduled for April 16 and May 7. Staff
will check with the parties involved on the timing and will schedule accordingly.
• It was noted there will be further follow-up, including Council work session discussion, about updates
to the appeal process once these appeals are completed.
• Discussion ensued regarding the scheduling of work session time to review the priorities. Several
upcoming work sessions include topics tied to some priorities, and as appropriate, staff will work
priority conversations into those work sessions. May 14 was identified as a time to review the
priorities holistically presented in a work plan format. Staff is asked to tie priorities to budget needs.

• Noted he is working on finalizing the schedule for the NLC Conference next week for those attending.
City Attorney Carrie Daggett
• No additional items.

• No additional items.
City Manager Kelly DiMartino
• Now that the ethics complaints are dismissed, Planning and Zoning Commission interviews can move
forward. Mayor Pro Tem Francis will reach out to staff regarding scheduling.
• Mentioned a recent ride-along experience with Police Services and voiced appreciation for the work
of our Police teams.
• Reported that the east parks maintenance facility has received LEED Gold certification.
Mayor Pro Tem Emily Francis
• No additional items.
Mayor Jeni Arndt
• Thanked staff for the coordinated efforts on establishing a protocol for public input at the February 20
meeting.
• Welcomed Deputy City Manager Tyler Marr to the Platte River Power Authority Board of Directors
and noted that she is now the Board’s Vice-Chair.
• Noted that she was selected by our climate city peers to serve on ICLEI’s Global Executive
Committee.
• Commended Davina Lau for the boards and commissions interview process.
• Voiced support and appreciation for the Clerk’s Office staff in light of current vacancies and absences.
It was noted that supplemental hourly help has been approved.
