Mayor Jeni Arndt (via phone), Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney
Carrie Daggett, Deputy City Manager Tyler Marr, and Interim City Clerk Heather Walls met in person via
Teams on Monday, February 12, 2024. The following summarizes the discussions that began at 8:05
a.m.
February 13, 2024 Work Session
•The published agenda was reviewed. One staff report and three discussion items are planned.
•Item 1 – Connexion Update staff report will be less than 10 minutes.
•Item 2 – Council Priority Setting – Session #2
•Item 3 -- Community Capital Improvement Program and Street Maintenance ¼-cent Tax Renewals
will be a discussion on the process and not specific projects. A map indicating the location of specific
projects was asked to be provided for context.
•Item 4 – 2024 Water Efficiency Plan Status
February 20, 2024 Regular Council Meeting
•The draft agenda was reviewed. The consent agenda consists of 1 set of minutes, 22 second
readings, 6 first readings and 4 resolutions.
•Discussion items include:
•Item 26 – a second reading Appropriating Philanthropic Revenue Received Through City Give
for Park Planning and Development to Fund Pickleball Site Feasibility and Community
Engagement.
Request for additional clarification regarding what would the result be if the funds for a
feasibility study were not donated and the approach for setting priorities.
•Item 18 - Authorizing the Conveyance to N College 1311, LLC, of a Portion of the City Property
Designated as the Future Hickory Detention Pond in Exchange for Adjoining Property and Other
Valuable Consideration.
This item will be moved to discussion.
This is a recommended action from Utilities because of the benefit to the Stormwater Master
Plan and will also advance the stormwater needs that North College businesses have been
requesting.
Clarifying information was requested related to how the exchange impacts the 24/7 shelter. It
was noted the shelter project was not dependent on this land swap.

6 Month Calendar
•Regional Wasteshed IGA was added to March 26 however there may be a recommendation to push
out because some information needed is not yet available. Further conversation on waste priorities
are necessary and it was asked that a work session with Council and City staff prior to a joint meeting
with the County be scheduled.
•Human Relations Commission met on Thursday, February 8 regarding the ceasefire resolution
requested at the February 6 Council meeting. A summary of the discussion is attached.
o Regarding the Urban Forest Strategic Plan Findings and Proposed Direction, it was requested
that separate land use code changes pertaining to this item not come forward separately from
landscaping and other standards that could be explored as part of the phase II Land Use Code
discussions, depending on the scoping of that work.
•HB24-1007 to Prohibit Residential Occupancy Limits passed the House with no amendments and
seems to be on a course to passage. Staff is already working on options for the upcoming Work
Session discussion on March 26 that comply with this proposed law.
•City Manager DiMartino will meet with Fire Chief to discuss the plan and expectations for the PFA
IGA meeting scheduled for April 23.
Interim City Clerk Heather Walls
•Discussion related to public comment and how to ensure Council can address their priority work
before the meeting runs too late. Staff will review previous research.
Deputy City Manager Tyler Marr
•Kudos to CDNS and the Building Services team for consolidating permitting requirements to be able
to pull one permit for multiple system types on a single project or multi-family units in the same
building. It was noted that this is complexity to simplicity applied.
•Postcards will be mailed soon to order carts under the new waste services contract.
City Attorney Carrie Daggett
•Three ethics complaints were received by the City Clerk on Friday, February 9. The City Attorney’s
Office immediately forwarded to the outside counsel and anticipate a timeframe for a determination
shortly. This should not delay upcoming interviews unless it is determined that further investigation
is needed.

•A petition is being circulated for more solar energy.

RE: HRC Recommendations re: Proposed Resolution Related to a Ceasefire in the
Israel-Hamas War
Pursuant to the request from City Manager Kelly DiMartino to consider the above referenced
resolution, the Human Relations Commission (HRC) deliberated on the matter in its meeting on
February 8, 2024. Our discussion took into consideration community input from the February 6,
2024 City Council meeting (members heard approximately 100 people speak to the proposed
resolution), input from an additional 25 community members that was shared during “public
participation” at our February 8, 2024 meeting, review by HRC members of approximately 40
letters/emails received by City staff as of February 8, 2024 at 4:00pm, and review by HRC
members of a number of resolutions passed throughout the United States in recent weeks.
Commissioners also discussed at length our desire to stay true to our team’s and City’s values
and vision:
To advance the City of Fort Collins' vision to be a safe and welcoming community for all –
a community where all belong.
After these deliberations, the HRC passed a motion by five to zero, with one member abstaining,
to recommend to City Council to consider a newly worded resolution related to a Ceasefire in the
Israel-Hamas War, with the following considerations:
• acknowledges the immense human suffering and loss of life on all sides as a result of war
• does not assign blame, and/or use adversarial language
• condemns violence - without condemnation of any group or community - or taking of
sides; promotes peace for all
• condemns Anti-Semitism, Anti-Palestinian rhetoric and Islamophobia in Fort Collins
• states unwavering commitment to all Fort Collins residents to promote peace, unity and
respect for all; represents voices and concerns of all
• acknowledges commitment to stand in solidarity with our Palestinian and Jewish
communities, and to reaffirm commitment to their safety, security and well-being
• calls for an immediate ceasefire on all sides of the conflict
• calls for immediate release of hostages on all sides of the conflict
• calls for immediate sharing of humanitarian aid to all who are impacted by the conflict
• expresses hope for swift, peaceful resolution of current conflict, leading to a just and
lasting peace for all involved
Additionally, the HRC resolved to work towards bringing together members of the Fort Collins
community on different sides of this conflict. The HRC resolved to hold a meeting or a program
where members of the Jewish, Palestinian, Muslim, Christian and other interested communities
will be invited to explore ways to continue working towards a peaceful coexistence in our
beautiful and inclusive city.
We appreciate City Council's consideration of the HRC's request. Please let us know if more
