Councilmember Francis asked whether ARPA funding has gone to immediate pandemic recovery needs and to existing programs whose purposes were exacerbated by the pandemic, or if ARPA funds went to address root cause issues. The information below attempts to answer those questions. Below are the definitions of the categories we have assigned ARPA programs to. The attachment includes a graph of how much of the $28.1M of ARPA funds falls into each category as of 12/31/23, and lists the programs within each category. CATEGORY DEFINITIONS Direct Pandemic Response: Generally one-time programs, established to directly impact a negative effect of the pandemic or to respond to an immediate need created by the pandemic. City Infrastructure/Systems/Efficiency Needs: One-time programs to improve City infrastructure, to replace City equipment to improve air quality, and to improve systems, efficiency, and communication across the organization. Pre-Pandemic Programs Augmented Using ARPA funds: These are programs that existed in the City prior to the pandemic, primarily focused on underserved members in our community. Pilots Directed at Root Causes for Underserved Members of the Community: These are new programs that impacted already underserved segments of the community that were disproportionately impacted by the pandemic. These programs were directed at changing the baseline for these community members. Some of these program ideas had been offered before but funding was unavailable. ARPA gave us an opportunity to pilot these programs, addressing a wide range of needs in the community. ARPA-Eligible City Priorities: ARPA funds were used to fund Council and City priorities.
