RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie
Daggett, Assistant City Manager Rupa Venkatesh, Deputy City Clerk Heather Walls, and Assistant City
Clerk Ann Marie Sharratt, met in person on Monday, January 29, 2024. The following summarizes the
discussions that began at 8:00 a.m.
February 6, 2024 Regular Council Meeting:
• The draft agenda for this meeting was reviewed.
• The consent calendar was reviewed which includes 1 set of minutes for approval, 9 second reading
ordinances, 20 first reading ordinances, and 2 resolutions.
• There is 1 item on discussion: Polestar Development Appeal.
• Clarification was asked for item 15 concerning the City Give appropriation to fund a Pickleball
Feasibility and Community Engagement study. The need for additional pickleball courts has been
identified in the 2040 Parks and Recreation Master Plan that was approved in 2019. This study is in
alignment with this policy document but does not commit the City to any outcome, only that the City
will measure feasibility of a pickleball court complex. Council may pull this item from Consent for
further discussion at the meeting.
• Follow up with Nina Bodenhamer at City Give and a copy of the City Give Policy will be provided to
Council by City Manager DiMartino.
• An update was asked about Municipal Court and their ability to answer phones. City Manager
DiMartino spoke with Judge Jill Hueser recently and she noted that they are in a better place with
staffing and the current, primary focus is on court expansion and technology upgrades. City Manager
DiMartino will follow up with the Judge.
• From the January 27 retreat, there is interest in a 3-1-1 line, a general information line for government,
that would be helpful to answer questions and direct callers to specific departments.
• Discussion related to item 16, as the title was changed after the initial draft agenda was sent out.
There are two distinct items related to recreation reserve funds; Mulberry Pool Replacement
Feasibility Study and the Purchase of Ponies and Repairing/Replacing Sheds at the Lee Martinez
Farm. This item will be split into two items, with separate agenda item summaries (AISs).

• Item 19 related to adjusting Capital Expansion Fees for inflation has been through the Finance
Committee and there is an upcoming work session related to it. It was agreed that this would be
brought forward now.
• Item 27 related to Making Board and Commission Liaison Assignments/Appointments will be moved
to discussion as there was no consensus for the Planning and Zoning Commission liaison during the
January 27 Council retreat.
• Discussion Item 28, Polestar Village Project Development Plan Appeal - City Attorney Daggett noted
that changes to the appeal process have not yet moved forward and this appeal will provide examples
for further discussion of process refinements and changes.
• Council consideration of the appointment of Deputy City Clerk Walls as Interim City Clerk will be
added to this meeting. Thanks were expressed to Deputy City Clerk Walls for stepping up. It is
anticipated that an Interim City Clerk will be needed for approximately four months. The Records and
Information Governance Manager position is expected to be filled in the next month and a national
recruitment for a City Clerk will begin.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• City Manager DiMartino shared that Larimer County has requested a work session in February to
discuss the Solid Waste intergovernmental agreement (IGA). Council’s two representatives on the
Wasteshed Committee have said that they support a work session and that it would be good for the
full Council to discuss this as it fits well within Council priorities. As the February work sessions are
already full, February 20 was discussed as a possible date to add a work session after the regular
Council meeting on that date. If it is added, then the Community Report from Larimer County
Behavioral Health currently scheduled to occur during the regular meeting would be moved to the
work session.
• For the April 2 discussion item, it was requested that a different title be used other than “revised land
use code.”
• April 9 Work Session – Mayor Pro Tem Francis asked if staff is ready to come to Council to discuss
the 2024 Appropriation of Newly Voter-approved 2050 Tax for Parks & Recreation, Transit and
Climate. Honore Depew, Climate Program Manager, is leading the Our Climate Future team and he
believes that they are well equipped to discuss. April 23 Work Session Discussion item – Poudre Fire
Authority (PFA) intergovernmental agreement (IGA). There was mention of dinner with PFA and
Council this evening. Assistant City Manager Venkatesh will confirm joint dinner and how many
people are expected from PFA and whether the Poudre Valley Fire Protection District Board will also
participate. Mayor Pro Tem Francis will discuss with Chief Bergsten whether the Board will meet prior
to this work session.

Assistant City Manager Rupa Venkatesh
• Assistant City Manager Venkatesh discussed the process for the Boards & Commissions interviews,
including the immediate need of how many applicants each Council liaison wants to interview per
vacancies. Mayor Pro Tem Francis requested a reminder of when the timeframe for interviews to take
place be added to calendars. Assistant City Manager Venkatesh will send information to Mayor and
each Councilmember to include applications received for their respective board or commission.
• Executive Assistant to Mayor and City Council Sarah Kane will send out a link for Councilmembers
to choose items of apparel (either a polo or button-down shirt and either a jacket or vest) to represent
the City in their community-based activities.
City Manager Kelly DiMartino
• One of ten National Science Foundation Engines awards has been granted to the regional Colorado
and Wyoming Resilience Engine. This will provide $15.0 million over two years and has the potential
for up to $160.0 million over 10 years. Innosphere Ventures is the point entity for this grant, along
with others. Mike Freeman is the lead that initiated this along with Colorado State University. Mayor
Arndt said that this is super exciting and congratulations!
Mayor Pro Tem Emily Francis
• Retreat follow up discussion regarding, “What does success look like?” City Manager DiMartino noted
that there will be a follow up report for review.
Mayor Jeni Arndt
• Expressed interest in further discussing how regulatory enforcement choices and practices affect
local businesses. There was interest expressed in considering how new regulatory requirements
impact redevelopment and adaptive reuse in the community.
