RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie
Daggett, Deputy City Manager Tyler Marr, Deputy City Clerk Heather Walls, and Assistant City Clerk Ann
Marie Sharratt, met remotely via Teams on Monday, January 22, 2024. The following summarizes the
discussions that began at 8:00 a.m.
January 23, 2024 Work Session:
• The published agenda for this work session was reviewed.
• Consultants will be remote for the work session. Mayor Arndt noted she appreciated working with
staff to discuss and develop ideas regarding potential Council priorities.
• It was also noted priorities are not the only work to be done during a term.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• February 6 - Mulberry Pool Replacement Feasibility Study is a partnership with Colorado State
University to determine feasible locations for future replacement due to potential challenges with the
current location.
• The land swap with Bohemian Foundation for the City 24-hour shelter will be moved from
unscheduled to February 20.
• March 5 - Xeriscape Commercial and Soil Standards – Staff is proposing to wait until the new Land
Use Code is adopted, which will postpone adoption of this item for about a month to not rewrite this
section twice. This is not related to residential requirements and will reflect the Council’s work session
discussion last year.
• March 26 - Tree Standards – Staff also proposes bringing this item forward once the Urban Forest
Strategic plan has been discussed to see comprehensive recommendations, to which LPT agreed.
o City Manager DiMartino will discuss further with Councilmembers.
• Poudre River Power Authority (PRPA) would like to bring the Integrated Resource Plan (IRP) to
Council in April or May. This will be scheduled as a Community Report with additional time
programed. May 14 was discussed as the preferred date but will be discussed further by the Executive
Leadership Team (ELT) in terms of meeting structure.

• The County cancelled the upcoming Solid Waste Policy Advisory Committee (PAC) meeting due to
uncertainty surrounding the Intergovernmental Agreement.
o A work session in February has been requested by the County, however no slots are available.
o It was noted Council will need to be brought up to date on the issue to participate in conversation
and its alignment with the issue should be determined. Staff will develop a plan to get Council
information that would be useful in any future discussions.
• Mulberry Annexation – Noted clarification is needed in description on 6-month calendar related to
location of annexation and that this is not a large chunk of the enclave that was discussed as part of
the recently adopted plan.
Deputy City Clerk Heather Walls
• The Interim City Clerk position has been posted internally and closes on Friday, January 26.
Recruitment for the permanent position will be starting in the coming weeks as well.
Assistant City Clerk Ann Marie Sharratt
• No additional items.
City Attorney Carrie Daggett
• No additional items.
Deputy City Manager Tyler Marr
• No additional items.
City Manager Kelly DiMartino
• Noted letters regarding PRPA and the IRP continue to come into the City Leaders email. No change
in approach is requested, but staff noted they would follow up with letter organizer to let them know
that the IRP info will be coming back to Council via PRPA later this year.
• City Manager DiMartino shared an email (attached) related to the Adaptive Recreation Opportunities
program noting Fort Collins ARO is one of the best in the country.
Mayor Pro Tem Emily Francis
• Noted praise for the Leak Detection program which notified her neighbor about a major leak.
Mayor Jeni Arndt
• Shout out to Parks for maintenance of Sheldon Lake and for ensuring the ice is usable in the cold
weather so that the community can enjoy the lake year-round.
• Noted appreciation of Utilities and their continued work through this transition in leadership. City
Manager DiMartino also noted operations are solid and will continue seamlessly.

Hello Sarah and Brenda,
I just wanted to take a moment to again thank you and the whole ARO team for such
an amazing ARO program that we have available. I was speaking with an intern
yesterday at the ARO climbing class, and she mentioned how Fort Collins truly has the
best opportunities for ARO activities in the whole country, with Eugene, OR coming in a
'not so close' second. Interns are looking around the country for where to get their
experience, and Fort Collins is the place to get that experience.
Words can't fully convey my appreciation of how much this not only positively affects
my three guys, but all the individuals using this program, and the ripple effect it has
with the families and community as a whole. It may seem to some that these
opportunities are available everywhere, and though that would be ideal, it certainly
isn't the current reality.
You are truly the pinnacle of awesomeness.
