Thank you for the expertise and perspectives that you bring to the Board and sharing them with City Council. Best Regards, Jeni Arndt Mayor /sek cc: City Council Members Kelly DiMartino, City Manager Transportation Board Cari Brown, Chair Ed Peyronnin, Vice Chair DATE: January 5, 2024 TO: Mayor Arndt and City Councilmembers FROM: Cari Brown, Transportation Board Chair, on behalf of the Transportation Board CC: Kelly DiMartino, City Manager RE: Endorsement of Roundabouts in Fort Collins Dear Mayor and City Council Members, The Transportation Board is writing to request City Council consider how the City decides when to install roundabouts. The Transportation Board strongly advocates wider use of roundabouts throughout Fort Collins. Roundabouts are proven to be safer; help reduce delay, provide more capacity at intersections, improve air quality, and reduce ongoing maintenance costs as compared to traditional intersections. The Board believes installation of more roundabouts and making roundabouts the default intersection choice will help the City achieve goals within the Vision Zero Action Plan, Our Climate Future and City Plan. Intersection design and decision guidance for staff is primarily found in the Larimer County Urban Area Street Standards (LCUASS) document, which is approved by Council. LCUASS guides staff on what type of intersection should be installed (standard with or without signals or a roundabout) depending on criteria like street classification and traffic volumes. Currently LCUASS guides staff to consider roundabouts as an option. The Board requests strengthening the language in LCUASS to make roundabouts the first choice when designing intersections, with other traditional designs as a secondary option depending on engineering constraints and guidance. In conclusion, we respectfully urge the City Council to take action and instruct staff to develop updates for LCUASS that will result in more roundabouts being installed in Fort Collins, in both newly developing areas as well as when existing intersections are being rebuilt. Respectfully submitted, Cari Brown Cari Brown, Transportation Board Chair
