RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, City Manager Kelly
DiMartino, Deputy City Manager Tyler Marr, City Clerk Anissa Hollingshead, and Deputy City Clerk
Heather Walls met in person, Tuesday, January 2, 2024. The following summarizes the discussions that
began at 8:00 a.m.
January 9, 2024 Organizational Special Meeting:
• The draft agenda for this meeting was reviewed.
• The form of the Oath of Office was discussed including the option for each official to select the use
of either the term swear or affirm when reciting the oath. The City Clerk’s Office will ensure the oath
language is up to date and complies with what is in the Charter and state law.
• A land acknowledgement will be read prior to the Call to Order to start the meeting. This
acknowledgement has been prepared in collaboration with members of the indigenous community
and will be read ceremoniously at special events. It will not be read at every Council meeting in
deference to its importance. It is appropriate for this event as both an investiture of the new
Councilmembers and in marking the beginning of the current term of Council.
• City Clerk Hollingshead noted the inclusion of the land acknowledgement at certain City Council
meetings could be incorporated into Council’s Rules of Order.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• A work session to discuss next steps on the Land Use Code will be scheduled for January 16
immediately following the regular Council meeting. The work session will be held in the Council
Information Center (CIC room) at City Hall, as will all regular work sessions in 2024.
o The focus at this work session will include discussion about bringing forward a pared down
base LUC, with potential for removing items of controversy that have surfaced over both
previous iterations. There was also discussion of the potential for communications plans for
sequenced proactive communications, such as promoting this upcoming work session as an

opportunity for Council discussion about housing, land use code, housing, density and other
related topics.
• As part of the January 23 work session preparing for the Council Retreat the following weekend,
Mayor Pro Tem Francis noted staff should be prepared to be at the table with Council for a dialogue
to talk through and workshop issues. In particular, Council is looking for an opportunity to ask staff
what needs to be done to accelerate different plans, such as the Our Climate Future Plan,
electrification, etc. Council needs to hear insight on existing plans including the challenges the City
will face in reaching established goals. It was also requested to ensure the Our Climate Future
timeline be included in the retreat materials.
• The March 12 work session was confirmed for cancellation due to both the National League of Cities
conference and Poudre School District spring break.
• Dates for the summer break at some time during June and/or July were discussed. It was noted that
current scheduling will be reviewed, and options will be brought back to LPT next week.

City Attorney Carrie Daggett
• Proposed revisions to the form of resolutions and ordinances were presented with the objective of
simplifying and streamlining those official documents. Major changes include shifting to a single
signature after second reading for Ordinances and implementing numbered recitals rather than
Whereas clauses. Additionally, the font will be changed to Arial and some language will be simplified.
Templates of the updates are attached. These forms will be used for the January 16 agenda.

Mayor Jeni Arndt
• Noted the City Leaders email includes more than just Council and is concerned the public may not
realize it is writing to Council and members of City leadership. The primary issue identified is around
the expectations of the public when writing. There was discussion and request for staff action about
the potential for language on the website and in scripts to be clarified about the audience this email
reaches, as well as reviewing the makeup of the City Leaders distribution list for ongoing
appropriateness.

• Noted financial disclosure forms are posted publicly on the City website for Councilmembers but not
for other roles in a position of trust in the City and suggested this should be uniform for all required to
provide financial disclosures and either not posted or posted for all. City Attorney Daggett will review
for any posting legal requirements to make a consistent practice.
