Subject: WFO Program Revenue
The purpose of this memo is to respond to a Councilmember request during the December 5 Council
meeting to provide information regarding the external and internal customers served by Planning,
Development & Transportation’s (PDT) Work for Others (WFO) program. The program is comprised of
work groups from Traffic and Streets and contains five main revenue generating activities:
patching/asphalt/traffic control services, deicing materials, parking lot snow removal, Hoffman Mill
Crushing, and Traffic related items (sign fabrication, sign/pavement marking installation and traffic signal
upgrades and installation). Fees for these programs are calculated on a yearly basis and are meant to
cover both annual and one-time expenses. Examples of annual costs include staffing while one-time
costs are largely represented by equipment replacement. This memo references all external parties as
“external” and references all City groups as “internal”. The percentages provided represent the
percentage of total activity revenue generated by each customer type in 2023.
