Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: December 4, 2023 TO: Mayor and Councilmembers FROM: Anissa Hollingshead, City Clerk Ann Marie Sharratt, Assistant City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Pro Tem Emily Francis, Councilmember Tricia Canonico, City Attorney Carrie Daggett, City Manager Kelly DiMartino (Remote), Deputy City Manager Tyler Marr, City Clerk Anissa Hollinshead and Assistant City Clerk Ann Marie Sharratt met in person on Monday, December 4, 2023. The following summarizes the discussions that began at 8:05 a.m. December 4 Special Urban Renewal Authority (URA) Board Meeting: • The final agenda was reviewed for the meeting Monday evening. December 5 Regular Meeting: • The final agenda was reviewed with attention drawn to any changes. • The consent calendar was reviewed. There are 12 second readings, 10 first readings and 9 resolutions on the consent calendar for approval. • There are four discussion items on the agenda, including the second reading of Ordinance No. 157, 2023, relating to a supplemental appropriation for the Zero Carbon Performance Code Project, two first readings of salary ordinances for the Chief Judge and City Attorney, and the adoption of the Economic Health Strategic Plan. • An amended version of the agenda will be published Monday before 6:00 p.m., at least 24 hours prior to the meeting, with the following updates: o Updating item 30 to reflect in both the Agenda Item Summary and resolution that there is only one source for this software; o Updating the salary ordinances in items 32 and 33 to include the salary amounts being recommended by the Human Resources Executive; and o Adding an item under Other Business providing an update on the referendum petition and next steps. Leadership Planning Team Meeting December 4, 2023 Page 2 of 3 • Prior to the Council meeting, Councilmembers have been invited by the Human Relations Commission (HRC) to attend their annual awards reception and ceremony. The program begins with a reception from 3:00-4:00 p.m. in the City Hall CIC Room, followed by the awards ceremony from 4:00-5:30 p.m. in Council Chambers. o As part of the ceremony, a proclamation declaring December 10, 2023, as Human Rights Day will also be read. In the event Mayor Arndt is not able to arrive in time, Mayor Pro Tem Francis is prepared to read the proclamation. December 12 Work Session: • The draft agenda was reviewed with attention drawn to any changes. • The community report from the Larimer County Department of Health and Environment will occur at this work session. There has been a request to accommodate approximately a 20-minute presentation that is in line with the other presentations the Public Health Director is providing with community partners. It was agreed a 20-minute limit would be honored. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • An appeal was filed on Friday, December 1, of the Planning and Zoning Commission’s decision regarding PDP220010 Polestar Development. The timeline for the appeal requires Council to hear the appeal no later than February 16, 2024. February 6, 2024, was determined to work as a regular meeting date to hear the appeal. o There was a request to take advantage of the current appeal to provide a short follow up memorandum highlighting process points that would look different under proposals under consideration to change the appeal process. • It was determined the City Manager’s review would be rescheduled to occur in executive session at the end of the regular business meeting on December 19, 2023. City Clerk Anissa Hollinshead • Shared the petition verification process is nearly complete ahead of the deadline tomorrow, Tuesday, December 5. At this time, a small number of petition sections remain to be verified based on the status of their accompanying affidavits. Outside of the result of those considerations, there are currently approximately 1,500 valid signatures verified over the minimum number of 4,228 required. • It was noted that the results of the 2023 Municipal Election will now set the threshold for new petition- related signature requirements. A total of 50,699 ballots were cast by City voters. For referendum petitions, the signature requirement for future petition efforts will now be 10% of this, rounded up to 5,070 signatures. Leadership Planning Team Meeting December 4, 2023 Page 3 of 3 Deputy City Manager Tyler Marr • The public lobbying effort in DC last week went well and visits with the City’s Congressional delegation and federal agencies were well timed with pending grant decisions. Appreciated the support of Councilmembers Canonico, Peel, and Pignataro in representing the City’s efforts. City Attorney Carrie Daggett • No additional items. Mayor Pro Tem Emily Francis • No additional items. Councilmember Canonico • No additional items.
