Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: November 13, 2023 TO: Mayor and Councilmembers FROM: Anissa Hollingshead, City Clerk Ann Marie Sharratt, Assistant City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie Daggett, Deputy City Manager Tyler Marr, City Clerk Anissa Hollingshead and Assistant City Clerk Ann Marie Sharratt met via Teams on Monday, November 13, 2023. The following summarizes the discussions that began at 8:00 a.m. Notes: 11/14/2023 Work Session: • The published agenda for this meeting was reviewed. The order of items was confirmed with no additional changes. 11/21/2023 Council Meeting: November 21 draft agenda was reviewed: • There will be a reception in either the CIC room or the lobby of City Hall for the Transgender Acceptance Month Proclamation. • The 2024 Legislative Policy Agenda item was placed on consent, as was done last year given the changes are primarily clean ups and adding clarity to issues staff anticipates coming up in the new year. • The resolution appointing two Councilmembers to the committee handling negotiations regarding Airport Governance will be a discussion item; there are four Councilmembers who have expressed interest in serving in this capacity. This will move forward with two blanks for members to be designated in the action by Council. • Adoption of the East Mulberry Plan item is also a planned discussion item. In response to a question about whether this gone through the Planning & Zoning Commission, it was noted the P&Z Commission has seen the plan previously and will also be reviewing it at their November 16th meeting. A recommendation and meeting notes will be provided in a read-before memo prior to the November 21 Council meeting. Leadership Planning Team Meeting November 13, 2023 Page 2 of 3 • A Resolution to honor Deputy City Attorney John Duval’s work with the City upon his retirement will also be added to this agenda; the item will be placed under Items for Discussion. 11/21/2023 GID No. 1 Board Meeting: • November 21 draft agenda for this meeting was reviewed. No changes were noted. 11/21/2023 Skyview South GID No. 15: • November 21 draft agenda for this meeting was reviewed. No changes were noted. 6-Month Calendar: Upcoming meetings were reviewed with particular attention to any shifts. • January 9 - Adding a Resolution honoring Shirley Peel’s service on Council. • A placeholder is provided for a possible executive session for legal questions related to Transfort advertising at the December 5 meeting. Councilmembers will have the chance to consider information provided and decide whether an executive session would be helpful prior to discussing policy issues associated with the Transfort at the December 12 Work Session. • If the referendum petition is certified as sufficient, December 19 is most likely to be the next Council meeting following a certification at which Council would need to reconsider the referring or repealing the Ordinance subject to the petition. • The Intergovernmental Agreement resolution related to the Southeast Community Center will likely be ready to appear on the December 19 Council meeting. There is also the potential for an executive session prior to that time if Council determines that would be helpful. City Clerk Anissa Hollingshead • The Request for Proposals (RFP) for the digital experience project, including a new legislative management system, has reached the phase of submitted proposals by interested vendors. Next steps in evaluating those proposals are moving forward. • The current referendum petition effort regarding Ordinance No. 136, 2023 had been filed is continuing. The 20-day circulation period has begun. A memo has been requested and will be provided related to specific campaign finance regulations that are relevant to the effort. In addition, in response to questions that have been coming up, FAQ information regarding the petition circulation process will be added to the City’s website. Assistant City Clerk Ann Marie Sharratt • No additional items. Deputy City Manager Tyler Marr • No additional items. Leadership Planning Team Meeting November 13, 2023 Page 3 of 3 City Attorney Carrie Daggett • Noted work will start on the requested memo relating to petition-associated campaign finance provisions immediately. City Manager Kelly DiMartino • Noted she will be meeting with a potential Council retreat facilitator later today, as well as ensuring other needed quotes are obtained. The Mayor and Mayor Pro Tem will be consulted on final selections. Mayor Pro Tem Emily Francis • Spoke regarding the process for recognizing the service of outgoing Councilmembers. It was noted Assistant City Manager Rupa Venkatesh and Sarah Kane are working on plans around this. Mayor Jeni Arndt • Noted she spoke with incoming Councilmember Potyondy who would like additional details about the planned timing for the swearing in as well as orientation and other significant dates for Councilmembers. Information about the new date established by the City Charter for the special meeting where members of Council are sworn in as the second Tuesday in January was provided as part of candidate orientation materials and guidelines and was reshared later Monday by the Clerk’s Office. All votes, including from overseas and military voters, must be in by this Thursday with tabulation complete by Friday. At that time all votes will be counted and Larimer County will have until November 29 to certify the election, making the results official. The City Manager’s Office will follow up with additional information to all new and current members of Council about significant dates and plans for the new term of Council. Meeting adjourned at 9:00 a.m.
