RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, Deputy City Manager
Tyler Marr (via Teams), Assistant City Manager Rupa Venkatesh, City Clerk Anissa Hollinshead and
Assistant City Clerk Amani Chamberlin met in person, November 6, 2023. The following summarizes the
discussions that began at 8:02 a.m.
Notes:
11/14/2023 Work Session:
• The initial draft agenda for this meeting was reviewed. The order of items was confirmed with no
additional changes.
• Regarding item 2 relating to the discussion on the process for Council appeals, Mayor Arndt asked if
the materials prepared were able to incorporate or address any of the concerns provided in recent
email communications to City Leaders about the appeal process. It was noted the team working on
this item did review that correspondence and is able to be responsive to the considerations raised.
6-Month Calendar:
Upcoming meetings were reviewed with particular attention to any shifts.
November 21:
• The proclamation honoring the Special Olympics participants will be updated to reflect that one
of the adult teams participating won the ARO Flag Football Team State Competition.
• Placement of budget items for second reading on the consent calendar was confirmed given the
unanimous approvals on first reading.
November 28 Adjourned Meeting:
• Time allocations will remain consistent with last year’s annual reviews, with 60 minutes for the
Chief Judge and City Attorney and 75 minutes for the City Manager.

• The order of reviews will continue the rotation that has been established, this time consisting of
the City Attorney, then the Chief Judge, and then the City Manager.
• December 5: In follow up to the discussion last week at LPT, it has been confirmed that the
Landscape Standard Updates relating to Tree Policies will be taken off this date and added to the
Unscheduled calendar. There was follow up discussion on the Mobile Home Park Livability
Municipal Code Changes item. At this point, the item will stay on consent calendar. Staff will likely
provide a memo in advance of the item coming forward to provide more context for the scope of
the current action coming forward. In addition, staff will work to be prepared to address questions
about future work plan topics relating to greater enforcement at the municipal level as mentioned
last week.
• The land swap between the City and the Bohemian Foundation remains on the unscheduled
calendar at this point, although staff is working to bring it to this meeting (Dec. 5) for first reading.
What will come forward first will be just regarding the land exchange itself. It was noted there is a
need to also include clear language that reiterates how this action does and does not impact the
planned 24-hour shelter. There has been some confusion as to whether not taking this action
means the shelter cannot be built.
City Clerk Anissa Hollinshead
• Tuesday, November 7, 2023, is Election Day and all ballots must be returned to Larimer County by 7
p.m. on election night. Because this is a coordinated election, Larimer County does not use Fort
Collins’ City Hall as a ballot drop-off location. Updated signage is posted on all City Hall entrances
about alternative eligible ballot drop-off locations and sandwich board signs will be at the driveways
of the parking lots to help redirect voters who need to drop off a ballot before the 7 p.m. deadline.
• The last pre-Election Day campaign finance report for municipal candidates and committees was due
on Friday at noon. All reports are posted on the City website within 24 hours of their receipt, at
https://www.fcgov.com/elections/campaign-finance-reports.
• The current referendum petition effort regarding Ordinance No. 136, 2023 is continuing. Petition
representatives were provided with petition forms Friday to number and return by final approval no
later than 5 p.m. on Monday, November 6. These petition forms were returned Monday morning
shortly after 8 a.m. The City Clerk’s Office will be reviewing all the submitted forms for the City Clerk’s
final approval which will start the 20-day circulation period.
Assistant City Clerk Amani Chamberlin
• No additional items.
Assistant City Manager Rupa Venkatesh
• Will be attending an upcoming Democracy Innovation workshop exploring the potential of citizens
assemblies and other democratic innovations. This workshop is in part a spinoff of ongoing work the
City has been participating in with the German Marshall Fund and provides an opportunity to both
share about work already occurring in Fort Collins and learn more about what is happening elsewhere
that can help support our efforts.

The trial involving the City v. Open International concluded on Friday with the jury’s unanimous verdict
in favor of the City finding that Open fraudulently induced the City to enter into the contract for Open’s
system. Another hearing is yet to be set for the judge to determine the amount of damages to be
awarded to the City.
Deputy City Manager Tyler Marr
• Scoring has come back on the Metropolitan Planning Organization’s (MPO) call for projects, of which
the City submitted several. Scoring has indicated projects for both the College and Trilby Intersection
and the Power trail crossing under Harmony are being recommended for full funding. The funding
process still must go through additional levels of approval, but the scoring typically provides the basis
for these decisions and there is confidence in both these projects being able to move forward.
• Shared in follow up to a prior request to look at including shredding in household hazardous waste
events that it is currently not feasible to add to the event. There is currently a space and traffic problem
on site at the location used for these events that prevents adding additional services. It was noted
there is a potential for doing a better job in partnering in advance of future events hosted by other
entities who do host these types of events and spreading the word.
