Box 580 Fort Collins, CO 80522-0580 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: October 23, 2023 TO: Mayor and Councilmembers FROM: Ann Marie Sharratt, Assistant City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie Daggett, Deputy City Manager Tyler Marr, and Assistant City Clerk Ann Marie Sharratt met in person on Monday, October 23, 2023. The following summarizes the discussions that began at 8:00 a.m. 10/24/2023 Work Session: • This work session will be conducted in person with hybrid remote participation options. Councilmembers will be present in person in the Colorado Room at the 222 Building. Remote participation by staff as needed will be via the regular Zoom link for the meeting. Dinner will be available for Councilmembers beginning at 5:00 p.m. at the meeting site. • The Published agenda for this work session was reviewed; Community Report: Eighth Judicial District, Larimer County District Attorney’s Office update; Parking Services update; Ex-officio Members for Boards and Commissions update/discussion. • Mayor Pro Tem Francis asked if the Parking Services discussion is expected to generate specific direction to staff. City Manager DiMartino noted that this is an update and that direction sought would be to continue down the outlined path, with further discussion around specific implementation and needed policy decisions are to come at a later date. • Mayor Pro Tem Francis had some questions about the focus of the ex-officio discussion. City Manager DiMartino noted that staff had reached out to staff liaisons to get input from the boards and commissions about what usefulness or interest ex officio members may offer. It was noted Council will want to see more recommendations and options about how to approach this going forward. The City Manager noted she would follow up with staff on the agenda item for possible updates before tomorrow night’s discussion. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • November 14 work session meeting - Appeals Process discussion item. Deputy City Manager Marr noted that the Code changes discussed will likely not be brought back until after the new year. It was also clarified that these changes are unrelated to recent LUC changes Leadership Planning Team Meeting October 9, 2023 Page 2 of 3 • Noted the November 21 Council meeting, Airport Governance item. City Manager DiMartino noted that Loveland is having a meeting the week before concerning this. A resolution is planned for November 21 to appoint two Council members – it would be helpful for Councilmembers who may be interested in this role to let the City Manager’s Office know. There is more to come on this in the coming weeks. • December 5 – Ex-officio item that evening, if the item is ready for consideration following tomorrow’s work session. It was noted The Water Commission currently has provision in Code for an ex-officio member; however, there has been no appointment of this position for many years, so there may no urgency in updating that provision. • December 12 work session Human Services priorities clarification; this is related to the City’s General Fund dollars related to Human Services and not CDBG and HOME funds as previously noted. • December 19 Council meeting – resolution for Xcel franchise fee changes will be added. • It was requested that the January 9th Council organizational meeting be reflected as a special meeting and not a work session. Discussion also centered around ensuring that the reception as part of the evening is advertised as a community and celebratory event. • The Council retreat days of January 26/27 will be added to the calendar in the next version. Assistant City Clerk Ann Marie Sharratt • No additional items. Deputy City Manager Marr • Grateful to be able to participate with Mayor Arndt in the Bloomberg City Lab event last week, including the City Innovation Studio, at Bloomberg Philanthropies and the Aspen Institute’s invite. Made great connections, have some interesting follow ups and take aways, and had engaging and educational discussions while there. • The County is hosting an Emergency Preparedness event on November 2. It is in Johnstown and will be 3 hours. They would like an elected official to attend. Asked for any interested Councilmembers to let Sarah Kane know. City Attorney Daggett • The Open trial starts today. Thank you to John Duval and the team for all the work to prepare for this major trial. Travis Storin is the first witness to be called for the City. Communications and Public Involvement is prepared to provide a public statement to respond to inquiries. City Manager DiMartino • Receiving handwritten letters concerning solar. The City Manager’s Office will respond to these letters. Leadership Planning Team Meeting October 9, 2023 Page 3 of 3 Mayor Pro Tem Francis • Asked about next steps related to FAMLI leave. City Manager DiMartino said Teresa Roche made a presentation to the Compensation Committee recently. She will forward what Teresa presented. More will be presented to Council on this soon. Mayor Arndt • Invited to attend the “COP 28” (UN Climate Group) event later this year. Fort Collins is being noticed internationally for the work that is being done here in Fort Collins and is grateful that we’re included. It was noted this is the first year of the COP including municipalities from around the world. • Echoed Deputy City Manager Marr’s comments and gratitude on City Lab, noting it was a great experience and that she appreciated the Mayor’s track presented, as well. Shared that Fort Collins is being paid attention to nationally and internationally and that our presence is appreciated. She also noted her appreciation for Deputy City Manager Marr being able to attend with her and noted that he is well-respected in these settings. Meeting adjourned at 9:00 a.m.
