Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: October 16, 2023 TO: Mayor and Councilmembers FROM: Ann Marie Sharratt, Assistant City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie Daggett, Deputy City Manager Tyler Marr, and Assistant City Clerk Ann Marie Sharratt met remotely, October 16, 2023. The following summarizes the discussions that began at 8:00 a.m. 10/17/2023 Regular Council Meeting: • The Published agenda for this meeting was reviewed. • This Council meeting will be conducted in person with hybrid remote participation options. Councilmembers will be present in person in Council Chambers. Public participation at the meeting will be available in three ways: in person, via Zoom, and by phone. The meeting will be broadcast on FCTV on cable television and via livestream. • The consent calendar was reviewed. There are 4 second readings, 6 first readings and 2 resolutions planned for the consent calendar along with one set of minutes for approval. • Discussion items were reviewed. There are 3 second reading discussion items related to the Land Use Code and 5 first reading discussion items; 1 related to the Annual Appropriation Ordinance and 4 related to the 2024 Utility Rates, Fees and Charges. 10/17/2023 General Improvement District (GID) No. 1 Board Meeting (To be held at the conclusion of the Regular Council Meeting.) and Skyview South GID No. 15 Board Meeting (To be held at the conclusion of GID No. 1’s Board Meeting.): • GID No. 1: 1 first reading ordinance regarding Approving Fiscal Year 2024 Budget, Determining and Fixing the Mill Levy and Making the Fiscal Year 2024 Annual Appropriation. • Skyview South GID No. 15: 1 first reading ordinance regarding Approving the Fiscal Year 2024 Budget, Determining and Fixing the Mill Levy and Making the Fiscal Year 2024 Annual Appropriation. 10/24/2023 Work Session: • The initial Draft agenda for this meeting was reviewed. 6-Month Calendar: Upcoming meetings were reviewed with particular attention to any shifts. Leadership Planning Team Meeting October 16, 2023 Page 2 of 2 Mayor Jeni Arndt- • Excited to be attending City Lab at the invite of Bloomberg Philanthropies later this week in Washington, DC, along with Deputy City Manager Marr. • Attended the state housing conference last week. Was grateful for the connections and conversations, while noting the content is geared more toward staff expertise and implementation. May not recommend that elected officials attend in the future. Mayor Pro Tem Emily Francis- • Attended the Hispanic Heritage Month event at the Gardens on Spring Creek, in her official capacity. Believes that what people can and cannot do in relation to campaigning needs to be made clear. It was agreed that additional instructions regarding what violations are and how to report them should be clarified moving forward. • Question concerning supplemental appropriations for snow removal, given they seem to come back every year, and if or when that could be made part of the regular budget? Deputy City Manager Marr noted that the current budget addressed some of the gap that previously existed and that the hope was to fully close the gap and accurately reflect the cost of snow removal in ongoing offers in future budget cycles. City Manager Kelly DiMartino • As noted in an email to Council, Clay Frickey has accepted the Planning, Senior Manager position. • An update memorandum will be sent to Council regarding Water Supply Requirements. • A press release will be issued today related to the Southeast Community and Innovation Center from Poudre School District (PSD), the Library District, and the City. Will allow phase 1 (the current Community Capital Improvement Program (CCIP) ballot project) and the Library to proceed. Expect a formal Intergovernmental Agreement to come forward to Council in February. City Attorney Carrie Daggett • Back on her regular schedule. • Planning & Zoning attorney hiring process getting underway. Deputy City Manager Tyler Marr • No additional items. Assistant City Clerk Ann Marie Sharratt • City Clerk Anissa Hollingshead and Deputy City Clerk Heather Walls will be attending the Colorado Municipal Clerks Association (CMCA) Conference October 17-20. Meeting adjourned at 8:35 a.m.
