Walls met in person on Monday, October 9, 2023. The following summarizes the discussions that began
at 8:00 a.m.
10/10/2023 Work Session:
• This work session will be conducted in person with hybrid remote participation options.
Councilmembers will be present in person in the Colorado Room at the 222 Building. Remote
participation by staff as needed will be via the regular Zoom link for the meeting. Dinner will be
available for Councilmembers beginning at 5:00 p.m. at the meeting site.
• The Published agenda for this work session was reviewed with no additional discussion.
10/17/2023 Council Meeting:
• This Council meeting will be conducted in person with hybrid remote participation options.
Councilmembers will be present in person in Council Chambers. Public participation at the meeting
will be available in three ways: in person, via Zoom, and by phone. The meeting will be broadcast on
FCTV on cable television and via livestream. Dinner will be available for Councilmembers beginning
at 5:00 p.m. at the meeting site.
• The draft agenda for this meeting was reviewed with no additional discussion.
10/17/2023 General Improvement District (GID) No. 1 Board Meeting:
• This meeting will be conducted in person with hybrid remote participation options, with the same
public participation and viewing options as the Council meeting. It will take place after adjournment
of the regular Council meeting.
• The draft agenda for this meeting was reviewed with no additional discussion.
• It was noted that it is not a requirement that these GID meetings take place after the Council meeting
and could be scheduled at another time, such as immediately prior to a Council meeting, in the future.

Skyview South GID No. 15 Board Meeting
• This meeting will be conducted in person with hybrid remote participation options, with the same
public participation and viewing options as the Council meeting. It will take place after adjournment
of the GID No. 1 Board meeting.
• The draft agenda for this meeting was reviewed with no additional discussion.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• For additional clarity, Human Services Priorities Platform (work session on December 12) is related
to how the City and our processes prioritize federal funding allocations such as CDBG and HOME.
• The Collective Bargaining Agreement item on 2/6/24 is to adopt the Pay Plan and not related to a
new agreement. The current agreement will expire at the end of 2024.
City Clerk Anissa Hollingshead
• The Clerk’s Office has received questions regarding why the individual who submitted an affidavit of
intent relating to being qualified and willing to be written-in on ballots is not listed on the website. At
the point that affidavit of intent was filed, there was substantial discussion between the City Attorney’s
Office and the City Clerk’s Office. This is the first municipal election in multiple decades such an intent
has been submitted. The determination was made only officially nominated candidates should be
regarded as official candidates, including for purposes such as listing candidate names on the ballot,
on the City website, and in any other official communications from the City.
City Code addresses only the conditions in which any write in voter for any municipal office are
counted. These provisions are found in the article in the Code relating to procedure, rather than the
article addressing candidates. From the perspective of both election administration process as well
as legislative intent, write in ‘candidates’ are considered only in terms of these conditions. The intent
behind requiring an affidavit prevents time spent counting write in votes for someone who may be
neither qualified nor interested in holding an office. In addition, questions exist under the City Charter
whether someone can be elected to and hold office by write in votes without having completed the
nomination process. It will need to be considered by the Election Code Committee whether code
changes are necessary to comply with the Charter, which in Article II, Section 1 provides in Part (b):
(b) Method of election. The Mayor shall be nominated and elected from the city at large. The
remaining six (6) members shall be nominated and elected by Districts. The election of District
Councilmembers shall alternate between the election of representatives for Council Districts 1,
3 and 5 and the election of representatives for Council Districts 2, 4 and 6.
Deputy City Manager Tyler Marr
• Shared that Planning, Development & Transportation (PDT) submitted 7 capital projects for grant
funding through Metropolitan Planning Organization (MPO) which include College/Trilby; South Taft
Hill Road & crossing; Power Trail; 2 electric buses; and bus stop upgrades. These follow a string of
submissions, many successful, of other grants this year.

Deputy City Attorney John Duval
• No additional items.
City Manager Kelly DiMartino
• A memo relating to the airport governance study will be sent to Council this week. A resolution to
appoint 2 councilmembers to serve on the committee is planned to be presented for Council’s
consideration on November 21.
• Discussed the structure of future joint elected official meetings and how to foster increased
attendance and value for participants.
Mayor Pro Tem Emily Francis
• Discussed exploring the possibility of holding a shredding event in conjunction with the next
household hazardous waste disposal event.
• Received email relating to the noise level of the CSU concert over the weekend. It was noted that
relevant code provisions apply on campus will be reviewed. Sound complaints that exceed the City’s
decibel limits in areas reaching beyond campus locations are clearly enforceable by the City while
questions exist regarding when Police Services responds to issues originating in on-campus
locations.
• Related to the above item, it was shared updated code language relating to decibel levels is in an
upcoming work plan, likely for next year. It is important to ensure our ordinances match our intent,
not only for campus locations but also areas like the Exchange and downtown more broadly, as
current limits are at low levels and we do not want to discourage gatherings and culture aligned with
City priorities.
• Requested an update on City bus driver shortage. Increased wages and reclassifications have aided
in filling full time positions, however a shortage in part time positions is still an issue. This information
will be included in the Advancing Transit Initiatives work session scheduled for December 12.
Mayor Jeni Arndt
• Regarding East Mulberry item tomorrow night, requested more information related to hard costs
associated with annexing, including and beyond the costs needed for the 35 additional police officers
estimated to be needed and where the funds are coming from.
• Noted a general unease around costs and meeting growing needs, including how these things
contribute to growing inequality in the region as other communities face considering how to handle
reduced revenues.
• Attended and read a proclamation for the 100th anniversary of the Fort Collins Symphony.
• Met with the head of Butterfly Pavilion, acknowledged their partnership with the Gardens on Spring
Creek, and discussed how the City could encourage pollinators in residential yards.

o It was noted there is a Nature in the City implementation grant for neighborhood scale projects
that may work for this type of project. The deadline to apply is October 20.
o A report is included with these notes of previous grants that have been approved.
• Offered appreciation and thanks to Police Services and how the department is operated. Many
Colorado communities are not operating at full capacity making it very difficult to be effective.
