The following summarizes the discussions that began at 8:01 a.m. 10/03/2023 Regular Council Meeting: The published agenda for this meeting was reviewed. • This Council meeting will be conducted in person with hybrid remote participation options. Councilmembers will be present in person in Council Chambers. Public participation at the meeting will be available in three ways: in person, via Zoom, and by phone. The meeting will be broadcast on FCTV on cable television and via livestream. • The consent calendar was reviewed. There are 10 second readings, 4 first readings and 2 resolutions planned for the consent calendar along with one set of minutes for approval. • Discussion items were reviewed. There is one discussion item containing 3 ordinances for first reading. • 38 people signed up to speak as of the time of the LPT meeting Monday morning with more expected. There was discussion about being diligent in adhering to public speaking rules to ensure smooth process for public comment, including ensuring any individuals that are signed up to speak for both general public comment and a specific item are speaking on different topics. It was also noted that the public comment online sign up does advise speakers there is generally three minutes allowed per speaker and that time may be adjusted down based on total number of speakers. • Planning and Zoning Commission met last week and recommended adoption of the Land Use Code with no changes to what was presented to them and what is being presented to Council. • Should Council wish to adopt the proposed LUC, a recommended order of process was explained starting with a motion to approve the ordinance adopting the LUC and then making motions for any desired amendments to the motion. This would result in a vote on each of the individually proposed items. Leadership Planning Team Meeting October 2, 2023 Page 2 of 3 • There was a question on the general topic of the Planning and Zoning Commission executive session held last week at their meeting as part of their consideration of the Land Use Code. The session was called for the purpose of receiving legal advice regarding owner occupancy requirements for Accessory Dwelling Units. The City Attorney will provide more to Council on this. • There was discussion about an email Poudre School District (PSD) sent to student families regarding declining enrollments. It was requested to have this email made available to Council and it is included as an attachment to these notes. 10/03/2023 Stormwater Utility Enterprise Board Meeting: The published agenda for this meeting was reviewed. • This meeting will be conducted in person with hybrid remote participation options, with the same public participation and viewing options as the Council meeting. It will be conducted as part of the regular Council meeting when that meeting adjourns for that purpose during Other Business. Staff does not need to stay to answer questions or present information for this meeting. 6-Month Calendar: Upcoming meetings were reviewed with particular attention to any shifts. • October 10 Work Session – Platte River Power Authority (PRPA) item is planned to be more of a discussion item than a conventional staff report. It was determined that an Agenda Item Summary will be provided to Council to prompt the presentations and discussion by Fort Collins Utilities and the Platte River power Authority. • December 19 Regular Meeting – Anticipating a resolution regarding an increase to the Xcel franchise fee as discussed during the Sustainable Funding conversations. Assistant City Clerk Amani Chamberlin • No additional items. City Clerk Anissa Hollingshead • A mock voter guide was dropped off to the Clerk’s Office last week as a proposed example of what could be produced starting in the 2025 municipal election. The individual who provided the sample guide has signed up to speak regarding this topic at tomorrow’s Council meeting. The City Clerk’s Office has been exploring options for producing and distributing such a voter guide and intends to provide a budget offer for the Council’s consideration in the next budget cycle. Lead Project and Policy Manager Ginny Sawyer • Noted there will be upcoming conversations regarding next steps regarding the Northern Colorado Regional Airport. An updated memo on this topic will be forthcoming, and City Manager Kelly DiMartino will be prepared to speak about this topic further at a future LPT meeting. Leadership Planning Team Meeting October 2, 2023 Page 3 of 3 City Attorney Carrie Daggett • Just returned from the International Municipal Lawyers Association conference in California concluding 4 days of legal sessions. Excellent materials and information were provided that will be distributed to City Attorney staff. Deputy City Manager Tyler Marr • No additional items. Mayor Pro Tem Emily Francis • Asked about the status of a request from the Human Relations Commission to hold an acknowledgement relating to the Diwali Festival of Lights celebration prior to the Downtown Holiday Lighting Ceremony. Staff has been in contact with representatives of the Human Relations Commission while looking at options for holding the ceremony in an alternate location, such as the Oak Street Plaza. Information has been provided regarding how to complete a permit to hold the ceremony in that location. Mayor Jeni Arndt • Noted as a good news item that Jamie Grim has been designated as a CDOT liaison in District 4, working with the City. There are existing good relationships this appointment will be able to build on. • Last week’s NoCo Trade Mission trip to Boise, Idaho was both interesting and informative, noting it is important to see how other cities run and work, including similarities and differences. Thank you to the City for the opportunity to attend. • Spoke regarding communications being received by Councilmembers requesting action to prohibit sales of dogs from puppy mills in retail establishments. An ordinance that was passed in Aurora pertaining to this topic was provided as part of these communications and will be passed on to the City Attorney’s Office. All students should have opportunities to pursue their interests and passions while experiencing a strong sense of belonging and connection with others. This enables them to achieve at their highest levels. To be good stewards of taxpayer dollars, we must offer these opportunities while using available space in our school buildings as effectively as possible. School districts nationwide are experiencing and adjusting to declining enrollment. PSD is no exception as we, too, have experienced declining enrollment over the past few years. This is in large part due to declining birth and fertility rates (Colorado has the sixth lowest fertility rate in the country) and elevated housing costs that make it difficult for staff and families to buy homes within our district boundaries. Shifts in enrollment are impacting parts of our district disproportionately. Some communities in PSD, such as Timnath and Wellington, are growing and may even need more space for students in the years to come. Meanwhile, some schools in our community are seeing smaller enrollment numbers each year, which results in reduced funding. Their school budgets are getting smaller, which makes it harder to offer the same specials classes or electives as other schools with higher enrollment. This is not equitable for students. This is both a challenge and an opportunity to maximize our use of space and accommodate student interests. We are going to be making some difficult but needed adjustments to address changes in our population proactively. I understand that this communication may feel vague, and that’s because we are having conversations with folks internally who are directly impacted by the forthcoming changes. I will share more specific information at the Oct. 10 PSD Board of Education meeting and communicate with our entire PSD community thereafter. I want to thank you for your patience, your understanding, and your commitment to making PSD the best school district in Colorado.
