Box 580 Fort Collins, CO 80522-0580 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: September 25, 2023 TO: Mayor and Councilmembers FROM: Ann Marie Sharratt, Assistant City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie Daggett, Deputy City Manager Tyler Marr, Assistant City Clerk Ann Marie Sharratt met in person on Monday, September 25, 2023. The following summarizes the discussions that began at 8:00 a.m. 09/26/2023 Work Session: • The Published agenda for this work session was reviewed. • This work session will be conducted in person with hybrid remote participation options. Councilmembers will be present in person in the Colorado Room at the 222 Building. Remote participation by staff as needed will be via the regular Zoom link for the meeting. Dinner will be available for Councilmembers beginning at 5:00 p.m. at the meeting site. • Items were discussed. No changes. • A recent survey that grades municipal police departments has shared results with the City of Fort Collins on the grade it has received. Mayor Pro Tem Emily Francis asked if the Police Chief is prepared to respond to questions about this. It was confirmed that he is prepared to respond. 10/03/2023 Council Meeting: • The draft agenda for this meeting was reviewed. • This meeting will be conducted in person with hybrid remote participation options. Councilmembers will be present in person in Council Chambers. Public participation at the meeting will be available in three ways: in person, via Zoom, and by phone. The meeting will be broadcast on FCTV on cable television and via livestream. • The consent calendar was reviewed. There are 10 second readings, 4 first readings and 2 resolutions planned for the consent calendar along with 2 sets of minutes for approval - regular meeting minutes and the Stormwater Utility Enterprise Board Minutes. • Item 11 First Reading Ordinance - Supplemental Appropriation Mow Down Pollution Grant – City Manager DiMartino gave a shoutout to Parks Senior Supervisor, Mike Brunkhardt, who found this grant and applied for it. Leadership Planning Team Meeting September 25, 2023 Page 2 of 3 • Discussion items were reviewed. There are 3 first readings on discussion related to the Land Use Code Updates and no new items scheduled. o Mayor Jeni Arndt expressed gratitude for staff throughout this entire LUC process, noting they did a great job and to remind the public how much work went into this via work sessions, transparent tracking of decisions, public outreach, etc. o Mayor Pro Tem Emily Francis asked and it was confirmed that yellow items will come as individual decision points. 10/03/2023 Stormwater Utility Enterprise Board Meeting: The draft agenda for this meeting was reviewed. • This meeting will be conducted in person with hybrid remote participation options, with the same public participation and viewing options as the Council meeting. It will be conducted as part of the conduct of the regular Council meeting when that meeting adjourns for that purpose during Other Business • Item for discussion; 1 second reading. Staff do not need to stay for this item. 6-Month Calendar: Upcoming meetings were reviewed with particular attention to any shifts. • October 17 Council Meeting: LPT noted this meeting could run late given potential second reading of the Land Use Code revisions, and could be adjourned to the night of October 24 (the same night as the October 24 Work Session), if needed, for first reading of the budget items which need to be done by November 30. • November 21 Council Meeting: It was noted that the Code Amendments related to Xeriscape would be on the agenda as a discussion item. There was a question if the East Mulberry Adoption could be moved from December 5 to November 21. Staff to follow-up. • December 5 Council Meeting: Noted a potential executive session related to Transfort Advertising that may be needed in advance of a broader update on the topic scheduled for the December 12 work session. • December 19 Council Meeting: The intent for this meeting is second readings only so as to not bridge two different City Councils; staff is asked to limit first readings this night. Assistant City Clerk Ann Marie Sharratt • No additional items. Assistant City Manager Tyler Marr • Attended the County’s Behavioral Health Facility opening on Friday and noted that it was a well- attended, great event. Leadership Planning Team Meeting September 25, 2023 Page 3 of 3 • Shared a good news item related to a state resiliency grant allocating ARPA funds moving into the next round for interviews that would provide up to $5 million for the Southeast Community Center. • Shared a staffing update for next week’s LPT meeting given upcoming conference travel. City Attorney Carrie Daggett • She will not be in for LPT on October 9. Either Deputy City Attorney John Duval or Senior Assistant City Attorney Jenny Lopez Filkins will attend in her place. She may also be out for the October 10 Work Session, if needed, Jenny will attend. City Manager Kelly DiMartino • Shoutout for the Candidate Orientation held last week (City Clerk’s Office, Assistant City Manager Rupa Venkatesh and Assistant City Attorney Sara Arfmann). Great quality information, even though there was only one candidate who attended. A helpful refresher for staff. It was live on YouTube. There is a question posed to the Clerk’s Office as to where that recording will be posted. Mayor Pro Tem Emily Francis • Attended the Gardens at Spring Creek concert this weekend. Great event and a shoutout to the group, as the work they do is an asset to the City. Mayor Jeni Arndt • Attended the Common Sense Institute event that discussed homelessness and public safety. o Shoutout to Police Services as the Fort Collins data related to these topics was more favorable compared to other areas in Colorado based on the numbers. • Airport meeting went well. Thank you to Senior Assistant City Attorney Jenny Lopez Filkins for covering the meeting and thank you to the CAO for the ongoing attendance at these. • Shoutout to Planning & Zoning and staff regarding the plan that was remanded back to them. They did a great job! Meeting adjourned at 8:58 a.m.
