RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt (remote), Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney
Carrie Daggett, Deputy City Manager Tyler Marr, Deputy City Clerk Heather Walls, and Assistant City
Clerk Amani Chamberlin were in attendance on Monday, September 11, 2023. The following summarizes
the discussions that began at 8:05 a.m.
09/12/2023 Work Session:
• The Published agenda for this meeting was reviewed.
• This work session will be conducted in person with hybrid remote participation options.
Councilmembers will be present in person in the Colorado Room at the 222 Building. Remote
participation by staff as needed will be via the regular Zoom link for the meeting. Dinner will be
available for Councilmembers beginning at 5:00 p.m. at the meeting site. Mayor Arndt will arrive late
due to travel from a conference so Mayor Pro Tem Francis will start the meeting.
• The Community Survey Report is anticipated to be approximately 20 minutes due to the amount of
content to be presented.
• It was noted that Items 2 (Building Energy and Water Scoring) and 3 (Homeless Response System
and Northern Colorado Continuum of Care) are labeled as staff reports. The City Manager script will
note that both items could be considered hybrid, and that the Homelessness item is a combined item
with a community report and therefore longer discussions are anticipated.
09/19/2023 Regular Council Meeting:
• The initial Draft agenda for this meeting was reviewed.
• This Council meeting will be conducted in person with hybrid remote participation options.
Councilmembers will be present in person in Council Chambers. Public participation at the meeting
will be available in three ways: in person, via Zoom, and by phone. The meeting will be broadcast on
FCTV on cable television and via livestream.
• The Clerk’s Office requested a 6th proclamation for Voter Registration Day. Following discussion, it
was decided that this could be presented as a staff report with information on how and where to
register.
• The consent calendar was reviewed. There are 8 second readings, 8 first readings and 4 resolutions
planned for the consent calendar along with a set of minutes for approval.

• Discussion items were reviewed. There are 3 second reading items on discussion and no new items
scheduled.
• Item 20, Second Reading Amending the Land Use Code Regarding Buffering Between Buildings with
Occupiable Space and Oil and Gas Facilities, was discussed. Based on Council feedback, staff will
be prepared with a presentation to answer questions regarding allowable activities under the code
adopted on first reading with specific examples. There was a request and discussion for information
about facilities like parks that have not yet been developed and are tied to approved development for
clarification about impacts and ability to move forward with those projects. Staff will be prepared to
communicate the impact of given scenarios.
• No presentation is necessary for item 21, Second Reading Amending Chapter 2, Article III, Division
1 of the Code of the City of Fort Collins to Add City Council Liaison Responsibilities or item 22, Second
Reading of Ordinance No. 121, 2023, Amending the Land Use Code to include Regulations for
Making Water Adequacy Determinations.
09/19/2023 Stormwater Utility Enterprise Board Meeting:
• The Draft agenda for this meeting was reviewed. It was noted no staff presentation is necessary.
• The meeting will be conducted in person with hybrid remote participation options, the same public
participation and viewing options as the Council meeting. It will be conducted as part of Other
Business during the regular Council meeting. Council will adjourn for the Stormwater Utility Enterprise
Board meeting and then return to the Council meeting.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts. It was noted that the
September 26 work session may be shorter than usual.

• Noted Kestrel Fields Natural Area opening was a fun event with a great turnout and evident how the
natural areas are an important part of the surrounding community.

City Manager Kelly DiMartino
• Attended Fort Collins Museum of Discovery fundraising event on Friday evening. Museum staff
displayed a lot of creativity in the organization and planning of the event. Awaiting results of fundraiser
but hopeful it was successful.
• Personnel note: Jim McDonald, Cultural Services Director has announced he is leaving the City. His
last day will be October 13.
• Will be attending 9-11 Memorial Groundbreaking Ceremony at Spring Park this morning.
• MAX Bus Rapid Transit service will be resuming on Friday and Saturday evenings beginning on
September 29 and will run until 10pm. Considering many CSU football games have kickoffs planned
for 5pm, it is anticipated this will be a beneficial time frame for the service.
Mayor Pro Tem Emily Francis
• Requested a memo to Council regarding population growth information, including information with
CSU and PSD Enrollment Data, and comparisons between Fort Collins, the State of Colorado, and
the USA.
• Requested an update on regional minimum wage discussions and Fort Collins’ involvement in light
of the Boulder County Consortium plans to adopt a minimum wage by the end of year.
• Requested clarity on a “police score card” that was shared with Council related to the criteria and
types of analysis that were utilized. Mayor Pro Tem Francis will provide the link to City Manager
DiMartino.
Mayor Arndt
• Noted a local business owner contacted her regarding ongoing delays in relocating their business
and provided a list of discrepancies and delays related to lack of communication between
departments. The list will be used to inform staff on areas of the public process that are frustrating
the community.
• Noted a concerned citizen contacted her related to regulating E-Bike weight and speed on bike trails.
• Noted the Fight the Stigma event at the Lyric Cinema this past weekend regarding Mental Health
Awareness was successful and well-attended. It was an excellent step to forward the awareness of
inclusivity of those dealing with their own mental health matters or their family members.
• Noted the Bohemian Foundation event Saturday night at City Park was excellent and was well
organized and attended.
• Received a request for Council to appoint a Poet Laureate and suggested it may be a good function
of the Poudre River Public Library District.
• Boulder Mayor Aaron Brockett suggested a friendly wager for the CU vs. CSU football game. It was
suggested that CPIO staff could support it leading up to the game.
• Expressed thanks for the work of City staff for the increased service on the MAX line.
