RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie
Daggett, Deputy City Manager Tyler Marr, City Clerk Anissa Hollingshead, and Assistant City Clerk
Amani Chamberlin met remotely on Tuesday, September 5, 2023. The following summarizes the
discussions that began at 8:01 a.m.
09/05/2023 Regular Council Meeting:
• The published agenda for this meeting was reviewed.
• This Council meeting will be conducted in person with hybrid remote participation options.
Councilmembers will be present in person in Council Chambers. Public participation at the meeting
will be available in three ways: in person, via Zoom, and by phone. The meeting will be broadcast on
FCTV on cable television and via livestream.
• The consent calendar was reviewed. There are 6 second readings, 7 first readings and 5 resolutions
planned for the consent calendar along with two sets of minutes for approval.
• Item 12 was mentioned in the interest of clarifying that item is a cleanup of city code and is not to be
confused with item 20 under discussion this evening which are recommendations of the Ad Hoc
Boards and Commissions Committee.
• Discussion items were reviewed. There are 5 first readings, and 4 resolutions.
• Item 18 was mentioned as a reminder that this item is eligible for public hearing.
• Item 19, reverse setbacks for oil and gas, was flagged as the presentation was not included in the
Agenda Packet and will be emailed out as soon as possible and will be captured in the read before
packet. Staff was also asked to be prepared to speak to the concerns that have been raised by
Hearthfire residents in terms of properties impacted and timing considerations, including any visual
aids such as maps to assist.
• Item 20 and the planned discussion about Ex-officio seats on Boards was mentioned. The point was
made that a thorough discussion around this topic would require more preparation. There was a

conveyed Interest in ensuring tonight’s discussion remains consistent with the intention and content
of what Council has previously discussed.
• Other business was reviewed. There are several motions in other business including cancelation of
the November 7 and January 2 Regular Council Meetings as well as the adjournment to the Electric
Utility Board.
09/05/2023 Electric Utility Enterprise Board Meeting:
The published agenda for this meeting was reviewed.
• This meeting will be conducted in person with hybrid remote participation options, with the same
public participation and viewing options as the Council meeting. It will be conducted as part of the
conduct of the regular Council meeting when that meeting adjourns for that purpose during Other
Business
• A question of efficiency of process was raised regarding the lateness of these board meetings as they
occur at the end of regular meetings. Staff are prepared to be available for late evenings. However,
this consideration is appreciated, and further discussion is to be held about what option exists to
make late nights easier for staff, including being clear that remote participation from staff is okay.
6-Month Calendar:
Upcoming meetings were reviewed with particular attention to any shifts.
• September 12 Work Session: The Building Energy and Water Scoring Program item is going to take
more time than a Staff Report as there is a longer discussion anticipated.
• Reminder: The PRPA Community Report scheduled for September 26 will move to October 10 and
shift to a work session item rather than a Community Report
• 6-month Calendar is under revision for organizational planning purposes. Where the City Clerk’s
Agendas Team is requesting feedback regarding the placement of “expected” second readings on
the 6-month calendar to depict the content and volume of items for upcoming meetings more clearly.
Assistant City Clerk Amani Chamberlin
• No additional items.
City Clerk Anissa Hollingshead
• Today is final deadline for write-in candidates, the Clerk’s Office has received one filing from someone
willing to be a write in candidate.
Deputy City Manager Tyler Marr
• Provided an update on landfill work with Larimer County as it pertains to their contract negotiations
with Republic regarding new landfill operations.

City Attorney Carrie Daggett
• Noted the recent contacts to Council related to a police litigation matter and noted that she can assist
with responses as needed.
City Manager Kelly DiMartino
• Carnegie Center for Creativity renovation is underway and is a remarkable project. This is a true gem
in our city facilities and an invitation is extended to Council to be given a tour hosted by Jim McDonald,
Director of Cultural Services. This renovation is a great example of City Give in terms of public and
private money coming together to make something amazing.
Mayor
• Noted hearing positive reviews of the Fortitude Race in previous years and noted its absence over
Labor Day weekend this year.
