Priorities and milestones are tracked and reported through Clear Point and updates are provided every-other month. Background: Every two years, following a Council election, the newly seated Council participates in a planning retreat to identify priorities and confirm strategic direction. City Council identified 31 items as priorities for its 2021-2023 term. Regionalism Highlights: Natural Areas  In coordination with Larimer County, Fort Collins Natural Areas continues to pursue regional conservation priorities including finalizing conservation easements on properties recently acquired by each agency, respectively.  Additionally, Fort Collins Natural Areas is a participating partner in a forthcoming community survey that will refresh the data collected in 2012 through the Our Lands Our Future survey data. Air Quality  Funds continue to remain pending for EPA award to support regional collaboration on air toxics monitoring.  An additional regulatory ozone site is currently being installed Fossil Creek Reservoir and expected to be in place by December 2023. These updates are expected to be provided to the Air Pollution Control Division for approval in late 2023, early 2024. Housing  NoCo Housing Now focusing on planning a September 15 in-person regional convening at the Budweiser Event Center. The plan is to focus on what was accomplished with stimulus funds during the pandemic and lessons learned. Climate Related  First Larimer County-wide GHG inventory conducted, results available here: https://www.larimer.gov/climate-and-sustainability/climate-smart-future-ready  BOCC receiving update at 8/21 work session; Public Open House tentatively scheduled for September 30; County working groups (including City staff) continue to prioritize Climate Smart Future Ready strategies and seek partners and community champions for implementation.  Following successful adoption of the bill to support development of more compost facilities, Recycle Colorado is planning whether to run a bill next year and if so, on which topic.  Staff and Councilmembers Ohlson and Gutowsky continue to engage in the Regional Wasteshed Coalition. The Policy Council met on August 10, 2023 and requested staff work on an updated intergovernmental agreement (IGA) that removes elements that are no longer relevant. Workforce  The six NoCo Works subcommittees, including Economic Inclusion, Talent Pipeline, Business Resources, Work-based Learning, External Barriers, and Training & Development begin to launch. Larimer County is reviewing responses to their Request for Proposals seeking private partners to construct facilities including the compost facility. More information about potential compost facility timing may be clearer after the County's Request for Proposals (RFP) process concludes, which is behind schedule and does not have a committed decision date (hence the yellow status). If Larimer County decides to not build a food scrap compost facility, staff will seek other partnerships for facility needs. The next Policy Council (PAC) meeting is scheduled for August 10, 2023. Policy: The contracted residential solid waste collection program was adopted. It presents an opportunity for a 78% - 130% increase in residential curbside yard trimmings composted and is a more affordable way to add this compost service for residents than the current system.
