This memorandum provides a status update and next steps to support this Council priority. BACKGROUND In 2012, the City updated the stormwater master plans to incorporate the stream rehabilitation program. The goals of the program are to improve riparian habitat, reduce erosion, improve water quality, and improve public safety. The program was originally developed with 60 reaches within ten urban streams, not including the Poudre River. In response to the Council priority, these reaches were consolidated into 23 remaining reaches with an estimated cost of $72M (2022 dollars). The consolidated reaches are shown on the attached map and table. Projects Completed Since 2013, five stream rehabilitation projects have been completed. All five projects were identified as high priority. DocuSign Envelope ID: C347BE16-99D4-4E08-9972-2A4F55A52626 Page 2 of 4 Upcoming Project The 2023/2024 budget identified $5M for continuing the stream rehabilitation program. The next high priority project is 5,750 feet reach of Fossil Creek and Stanton Creek between Trilby Road and Carpenter Road. The design is underway with construction planned for the fall of 2024. Staff from Natural Areas is part of the multi-disciplinary design team. Next Steps There is significant work remaining for the stream rehabilitation program. The larger consolidated reaches allow the program to be accelerated through efficiencies gained in the design, permitting, and construction. If one project per two-year budget cycle is completed, the overall buildout of the program would be around 45 years. If two projects per two-year budget cycle were completed the overall buildout of the program could be reduced to around 25 years. While the condensed buildout period is believed to be achievable from a project management standpoint, staff needs to evaluate the impact of this 25-year timeline on other stormwater utility priorities as it relates to utility rates and debt issuance. This analysis will be completed in the coming months and presented to the Council Finance Committee in November or December ahead of the 2025-2026 BFO process. Also, staff is committed to preparing budget offers for two stream rehabilitation projects for consideration in the 25/26 budget as a step towards a 25- year build out.
