Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: August 21, 2023 TO: Mayor and Councilmembers FROM: Ann Marie Sharratt, Assistant City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie Daggett, Assistant City Manager Rupa Venkatesh, and Assistant City Clerk Ann Marie Sharratt met via Teams on Monday, August 21, 2023. The following summarizes the discussions that began at 8:00 a.m. 08/22/2023 Work Session: The published agenda for this meeting was reviewed. • This work session will be conducted in person with hybrid remote participation options. Councilmembers will be present in person in the Colorado Room at the 222 Building. Remote participation by staff as needed will be via the regular Zoom link for the meeting. Dinner will be available for Councilmembers beginning at 5:00 p.m. at the meeting site. • The items planned for the work session were reviewed. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • There was discussion around the name the Proclamation for the Canvas Community Classic Week and to provide clarification as to the purpose of the events in the body of the proclamation. It was clarified that this is a Poudre School District event occurring at Canvas Stadium. • Mayor Arndt asked if there will be a proclamation for National Disability Month. There is a Proclamation planned for 10-17 for National Disability Employment Awareness Month (October 2023). Assistant City Manager Rupa Venkatesh • Today is Anissa’s first day back after an extended leave. We are planning a phased transition and Council will still see the agendas team in various meetings. City Attorney Carrie Daggett • Jenny Lopez Filkins has been chosen as the new Deputy City Attorney. She will start that position in November 2023, prior to John Duval’s retirement. This will lead to other shifting of roles in the office and at least one additional hiring process. Leadership Planning Team Meeting August 21, 2023 Page 2 of 2 City Manager Kelly DiMartino • The West Nile Virus spraying occurred a little later this weekend due to a glitch in the truck tracking system. It ended at 4:00 a.m. and went smoothly. Mayor Pro Tem Emily Francis • 08-22-2023 Work Session – Requested additional information related to Land Use Code for tomorrow’s work session, including the following items: o Requested more staff follow up on the question of the length of covenants to protect affordable housing (20 vs. 50 vs. 99 years) and would like staff to provide pros and cons for Council to consider. o LMN Zoning is per acre – Clarification as to why it is per acre when other zone districts are not. Mayor Jeni Arndt • Question regarding notarization of documents in City Hall – it was noted there are Notaries in the City Attorney’s and the City Manager’s Offices who will notarize City documents. Assistant City Clerk Ann Marie Sharratt • No additional items. Meeting adjourned at 8:23 a.m.
