The following summarizes the discussions that began at 8:00 a.m. Mayor Jeni Arndt • Noted the meeting tomorrow night may go late given the discussion items and level of interest in those and other current issues. Staff should ensure parties to the appeal are aware of the potential late timing of the appeal hearing. • Noted that further discussion of the water fees issue will be needed after last week’s Work Session discussion. Further staff work to develop information and policy trade offs will be part of the follow up. • Noted the People’s Meeting on Saturday went well and was excited to see this new format in action. Mayor Pro Tem Emily Francis • Shared feedback she has received from another Councilmember that the previously discussed ballot language on Charter amendments does not provide enough background or clarity in the ballot language itself as to what current state is and how it would change if adopted by voters. There was a request for clarification and possibly a voter education guide (blue book) to be sent out. Management will follow up. • Initiated conversation related to the protocols on listening sessions and City sponsored events as we near the election and asked for follow up related to a specific ask to attend an event at the Lyric in September. City Manager DiMartino indicated staff would reach out and follow up about the event in question. • There was a question about paid family leave and what has been the experience and analysis of the program and City opt out. Staff will work on a timeline to update Council on this topic in advance of the requirements of the state law that the City opted out of going into effect in 2024. Leadership Planning Team Meeting August 14, 2023 Page 2 of 3 City Manager Kelly DiMartino • Shared an update on airport governance work. Special legal counsel has been working information about options for airport governance and follow up meetings will take place with Councilmembers to discuss that material once it has been compiled. It was noted it is not clear whether individual Fort Collins and Loveland Council work sessions, or a joint session would be the next step after information gathering is complete. As options develop and feedback is gathered it will become more clear what next steps make the most sense. • Last week was the last day of the Fort Collins Camp FunQuest program. We have received positive feedback from multiple parents and noted that we expanded the program this year which was made possible by recent investments in the space. City Attorney Carrie Daggett • In response to prior discussion about the Charter Amendments, noted that the Council can request that staff bring forward a resolution for consideration that would express and explain Council’s support for the measure if that were desired. Deputy City Manager Tyler Marr • West Nile spraying went as planned last night. Continued appreciation was expressed toward the staff managing the program in this unusually busy season. Deputy City Clerk Heather Walls • No additional items. Assistant City Clerk Ann Marie Sharratt • No additional items. 08/15/2023 Council Meeting: The published agenda for this meeting was reviewed. • This Council meeting will be conducted in person with hybrid remote participation options. Councilmembers will be present in person in Council Chambers. Public participation for the meeting will be available in three ways: in person, via Zoom, and by phone. The meeting will be broadcast on FCTV on cable television and via livestream. • There will be no proclamations read prior to the meeting. It was noted Assistant City Manager Rupa Venkatesh will be available to provide an update about the Larimer and Weld Canal fence issue that has been the subject of resident emails to Council. • The consent calendar was reviewed. There are 11 second readings of ordinances, 6 first readings, and 3 resolutions planned for the consent calendar along with approval of one set of minutes. • The discussion agenda includes three items. Leadership Planning Team Meeting August 14, 2023 Page 3 of 3 • For Item 20, relating to City Initiated TABOR questions (Sustainable Funding), staff is requesting that the motion to adopt each of the resolutions include an amendment removing the word “question” from each place the term “ballot issue question” is used. The need for this correction was not identified until after the agenda was published. There was a question about the two options for the property tax resolution – it was not apparent how the two differ and staff will need to be prepared to explain this and point out distinctions and thinking behind them. • Ziegler-Corbett Appeal will likely be fairly late, as noted above. • It was noted the Energy Board will be sending a letter to Council on Tuesday regarding the proposed revenue bonds for the Electric Utility and Connexion. 6-Month Calendar: Upcoming meetings were reviewed with particular attention to any shifts. • Switched order of items on September 12 Work Session; the 2023 Community Survey Results Review will be first, then a discussion item about the Building Energy and Water Scoring Program, then the Overview of Homelessness Response System and Community Report: Northern Colorado Continuum of Care. The Staff Report: Rebranding of Mediation and Restorative Justice Services was moved to unscheduled. Staff was asked to discuss whether a memo would suffice in place of a staff report given calendaring difficulties. • On November 14 there will be a work session discussion, Recovery Plan Update, which will review the uses of ARPA funding to date, as requested. Meeting adjourned at 8:53 a.m.
