The following summarizes the discussions that began at 8:03 a.m. 08/08/2023 Special Meeting and Work Session: The published agendas for these meetings were reviewed. • The Special Meeting will be conducted in person in the Colorado River Room at 222 Laporte Avenue with hybrid remote participation options. Councilmembers will be present in person. General Public Comment will not be available however the public may comment either in person or online related to the executive session motion. Public participation in the meeting will be available in three ways: in person, via Zoom, and by phone. The meeting will be broadcast on FCTV, cable television and via livestream. Spanish interpretation will not be provided. • The Executive Session to discuss the recent Court decision related to the Sanctuary on the Green appeal will be conducted in the St. Vrain Room at 222 Laporte Avenue. • The work session agenda was reviewed with the following discussion: Water Supply Requirement and Excess Water Use Fee Increase: It was requested that staff be prepared to discuss information regarding the history of the item and what the initial prompt was for the proposed action. This information, in addition to how this item fits more broadly into various actions and policies concerning water should be included as a slide during the presentation to provide Council as a visual guide. Also requested is information relating to how it interacts with the Land Use Code and proposed revisions and how the Utilities fees and requirements compare to other water providers. 08/15/2023 Regular Meeting and Electric Utility Enterprise (EUE) meeting: • The DRAFT agendas for this meeting were reviewed. • The Encampment Site Cleanup Pilot Program Appropriation item will move to consent based on unanimous Council Finance Committee recommendation and LPT discussion. The original amount presented to Council Finance Committee was $175k however staff will be requesting a total of $200k based on costs through July 2023. • The Ziegler-Corbett Appeal will be heard as the final discussion item on the Council agenda. • The Electric and Telecommunications Bond Issue item will be heard by the Electric Utility Enterprise Board, and there is also a related Council action needed to appropriate the bond proceeds, as is generally the case. The appropriation will be placed on the consent calendar of the Council regular agenda. Leadership Planning Team Meeting August 7, 2023 Page 2 of 2 6-Month Calendar: •Upcoming meetings were reviewed with particular attention to any shifts/new items. •It was clarified that water adequacy requirements are separate and distinct from the Water Supply Requirement item being discussed at the work session and it was noted that the adequacy requirements are scheduled to go back to Planning and Zoning before Council hears it again. •Motions will be added to October 17 to cancel the November 7 meeting due to the election and December 19 to cancel the meeting on January 2 and call a special meeting on January 9 for the organization of the new Council. Deputy City Clerk Heather Walls No additional items. Deputy City Manager Tyler Marr No additional items. City Attorney Carrie Daggett •A confidential memo will be provided to Council in advance of the executive session planned for tomorrow night.. City Manager Kelly DiMartino •Building Energy and Water Scoring (BEWS) notices for non-compliance will be sent to owners not in compliance this week. The 2023 compliance deadline was June 1 with a grace period extension which has now passed. The fine for non-compliance is $3,000. Mayor Arndt requested staff ensure those who made efforts to comply are not treated in the same manner as those who have not reached out. It was requested that a work session be scheduled before the end of the year to update Council on the status of the program. o Update post LPT Meeting: Issuing of the notices will be delayed by one week. Mayor Pro Tem Emily Francis •A work session item was requested related to ARPA expenditures and where they were directed and in particular related to art programming that was funded. Mayor Jeni Arndt •Offered appreciation to the City Attorney’s office for moving quickly to be ready for the executive session tomorrow night. •Noted she has been contacted about building requirements relating to churches temporarily hosting families and would like to see a workable solution reached on this. •Noted special thanks to all that assisted with organizing the Neighborhood Night Out events. •The first Fort Collins People’s Meeting will be held at Gardens on Spring Creek (2145 Centre Avenue) this Saturday, August 12 from 1:00 pm to 2:30 pm.
