The following summarizes the discussions that began at 8:05 a.m. 7/31/2023 Work Session: The published agenda for this meeting was reviewed. • This work session will be conducted in person. Councilmembers will be present in person in the Colorado Room at 222 Laporte Ave. Councilmember Tricia Canonico will participate remotely. Remote participation by staff as needed will be via the regular Zoom link for the meeting. Dinner will be available for Councilmembers beginning at 5 p.m. at the meeting site. • The Land Use Code item planned for the special work session was reviewed. o Using the label ‘Special Work Session’ was discussed and determined to name a work session ‘special’ if it is not happening on a Tuesday which is the regular cadence of Council meetings. o The next LUC work session is scheduled for 8/22 with tentative return to Council for adoption on 10/3. Timing could be discussed at tonight’s work session. 6-Month Calendar • The two funding items will be added to the Ballot Referral item on August 15. • On August 15, the Issue of Bonds for the Electric and Telecommunications Fund item will be heard at a separate meeting of the Electric Utility Enterprise Board. • The Community Survey scheduled for August 8 will be moved to September 12 to accommodate the need for an executive session at a special meeting to be called for the 8th in advance of the work session items. • Oil and Gas Operational Standards was moved to unscheduled due to a couple of factors including staffing availability and other work that is ongoing related to oil and gas wells in operation in the GMA. The City Manager will provide additional details to councilmembers in upcoming 1x1s. Leadership Planning Team Meeting July 31, 2023 Page 2 of 3 • The scheduled adoption of the Mulberry Plan was rescheduled and changed to a work session item on October 10, in advance of any resolution coming to Council for adoption of the plan. • January and February have been added to the calendar. The Council Organizational Meeting has been added to January 9 as a special meeting. A special meeting will be called at the December 19 regular Council meeting. • December 26 work session and January 2 regular meeting will be cancelled for the holidays. • The State of the City is scheduled for January 30, a fifth Tuesday. Deputy City Clerk Heather Walls • The Clerk’s Office has several overlapping vacations in August, however cross training and new hires will assist in managing our ongoing responsibilities during this time. Deputy City Manager Tyler Marr • Expressed gratitude to the West Nile Team for professionally managing two spray events over the last two weeks. Staff’s dedication to ensuring operations go smoothly and in accordance with City policies is appreciated. City Attorney Carrie Daggett • A group of Loveland and Fort Collins staff are working to update information about the governance structure for the Northern Colorado Regional Airport Commission and a memo will be provided to Council soon with more detail. • The Resolution regarding occupancy for Council to consider on August 15 will include options for Council to discuss and a second resolution to refer an adopted resolution to the voters. • Final interviews with six Deputy City Attorney candidates will take place on Friday, August 11, with the hopes that the new hire will be onboard prior to John Duval’s retirement. City Manager Kelly DiMartino • Noted the leadership program at the Harvard Kennedy School was an amazing experience and appreciated the seamless coverage from colleagues to allow her to fully engage in this professional development program. • Police Services received its CALEA (Commission on Accreditation for Law Enforcement Agencies) reaccreditation last week. Mayor Pro Tem Emily Francis • Inquired about recent public nuisance citations. Staff will be providing updates soon. Leadership Planning Team Meeting July 31, 2023 Page 3 of 3 Mayor Jeni Arndt • The court decision relating to Sanctuary on the Green was discussed. An executive session at a special meeting on August 8 was scheduled to brief Council and work through legal questions about the City’s next steps. The Clerk’s office will circulate the Mayor’s Call to Special Meeting. • It was noted that a discussion related to the urgency of Council priorities and effect on staff based on overall workload as well as recent departures could be beneficial.
