RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, Deputy City Manager Tyler
Marr, Assistant City Manager Denzel Maxwell, and Assistant City Clerk Amani Chamberlin met via a Teams
online conference on Monday, July 24, 2023. The following summarizes the discussions that began at 8:01 a.m.
7/25/2023 Work Session Council Meeting:
The published agenda for this meeting was reviewed.
•This work session will be conducted in person. Councilmembers will be present in person in the Colorado
Room at 222 Laporte Ave. in the Colorado River Room. Remote participation by staff as needed will be via
the regular Zoom link for the meeting. Dinner will be available for Councilmembers beginning at 5 p.m. at
the meeting site.
•The items planned for the work session were reviewed.
7/31/2023 Work Session Council Meeting:
The draft agenda for this meeting was discussed.
•No changes expected to the agenda for this Work Session. Special attention was drawn to ensuring online
materials communicate that this will be on Monday, July 31st.
6-Month Calendar:
•Upcoming meetings were reviewed with particular attention to any shifts.
•August 8th Work session - Economic Health Strategic Plan will not go this evening. Looking to reschedule
appropriately.
•Request was made to ensure tentative first reading of the Land Use Code changes are noted on the
calendar when it is planned in September.
•October 3rd Regular Council Meeting – “Public Power Week Proclamation” will be read, the Mayor noted
inviting Platte Power Authority officials would be good to have there.

• It was noted to expect changes in the Work Session schedules through the year’s end as items are getting
added and moved around as needed given limited capacity.
Assistant City Clerk Amani Chamberlin
• No additional items.
Assistant City Manager Denzel Maxwell
• Website audit and assessment will be completed by the end of August. Council will receive a report in
September.
City Attorney Carrie Daggett
• No additional Items
Deputy City Manager Tyler Marr
• Provided updates around the draft Mulberry plan. A draft of sections 1 and 2 of the plan were released
last week and included in Council packets. The plan is slated to go on First reading in September. It was
noted that there is concern about other projects in annexed parts of the city that are yet to be complete
in light of potentially annexing new areas. It was noted that the portions of the plan released last week
do not yet address annexation protocols but represent an update to the land use components of the area.
Part 3 of the plan, which will be released in the coming weeks, does address the annexation process. It
was requested that as part of considering the plan, staff provide a plan or timeline for when other
undergrounding projects in annexed portions of the City are expected to be complete. It was noted that
this may require another work session before this plan comes to Council and staff was asked to discuss
possible dates.
• Also prompted a discussion to check in on staff and community reports being a part of work sessions
instead of regular meetings. This change was made about 6 months ago and it was noted by LPT that this
is seen as an overall improvement with special attention drawn and continues to be needed to the time
that Staff and Community Reports ought to take to provide adequate time for discussion topics. Staff will
continue with this current model.
Mayor Pro Tem Emily Francis
• Posed a question regarding the Boards and Commissions Ad Hoc item that will be coming before Council.
Curious about how various pieces to be considered should be sequenced. Daggett replied that it may be
preferential to have the Code of Conduct resolution considered at the time of first reading of the related
Code amendment ordinance due to the nature of the discussion that may accommodate this item.

• Attended a meeting of the Water Commission, where there was discussion of how useful the Council finds
the input of boards and commissions, and particularly quasi-judicial commissions, and noted it would be
helpful to develop more ways to recognize and highlight their work.
• Noted a question of how ranked choice voting applies to recall votes, in light of recent public comments.
Daggett noted the November 2022 Charter amendments incorporating ranked choice voting were
intended to address this and she will review to confirm. [Follow Up Note: because the recall provision
refers to the main provision about determining a winner in candidate races (where ranked choice voting
is addressed), this issue is covered in the recent amendment.]
• Emphasized the need for clear and accessible rules on elections as the season approaches, particularly
related to election signs in the right of way and on private property. Plans and implementation for
effective enforcement of the limitations will also be important.
• Met with someone named Michael from CSU who is in a position that is to ensure basic needs of students.
It is very focused on food access. The mayor encouraged staff to explore opportunities for collaboration
between City programs and this position, perhaps in the area of housing and other services.
