The following summarizes the discussions that began at 8:00 a.m. 7/18/2023 Council Meeting: The published agenda for this meeting was reviewed. • This Council meeting will be conducted in person with hybrid remote participation options. Four Councilmembers will be present in person in Council Chambers. Public participation in the meeting will be available in three ways: in person, via Zoom, and by phone. The meeting will be broadcast on FCTV on cable television and via livestream. Spanish interpretation will not be provided. • Prior to the meeting, there will be the presentation of a proclamation for Smart Irrigation Month. • The consent calendar was reviewed. There are 5 second readings of ordinances, 9 first readings, and 4 resolutions planned for the consent calendar along with approval of one set of minutes. • The discussion agenda includes two Charter Amendments relating to Referendum Requirements and Certain Employee Residency Requirements. • For items #18 and #19, Charter Amendments relating to Referendum Requirements and Certain Employee Residency Requirements, there will be no presentation, however, staff will display the proposed ballot language for each item during discussion. No protests have been filed with the Clerk’s Office. • It was noted that only 4 members of Council will be present in person to vote at tomorrow night’s meeting which is a quorum. Councilmember Pignataro will be absent and Councilmembers Peel and Canonico will participate remotely. Remote Councilmembers can participate in discussion but are not able to vote. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. Leadership Planning Team Meeting July 17, 2023 Page 2 of 3 • After discussion, it was determined that the Electric and Telecommunications Fund item scheduled for August 15 will be on consent given that Council Finance Committee approved the item with a unanimous vote. • The Water Supply Requirement and Excess Water Use Fee Increase work session item was moved back to August 8 and it was asked that prior to specific discussion of water supply requirements that staff provide a holistic view of the water resource system and how any work this Council has completed fits into that system and this item. • • Proposed proclamations were discussed relating to Disability Awareness in October and National Injury Prevention in November. • Clarification was requested for the September 19 item relating to Council email retention which is an update to comply with the current policy related to employee email retention schedules. Deputy City Clerk Heather Walls • Offered thanks for the opportunity to attend the Colorado Municipal Clerks Institute last week, furthering her understanding of all aspects of the Clerk’s responsibilities and networking with other clerks to share experiences and processes. Assistant City Manager Rupa Venkatesh • No updates. City Attorney Carrie Daggett (remote) • Noted she will be traveling today and will be in the office tomorrow and in attendance for the Council meeting tomorrow night. Deputy City Manager Tyler Marr • Noted the City received a grant from the Department of Energy of nearly $700k to develop and implement a Zero Carbon Code standard over the next 5 years. It was a highly competitive process and only 27 awards were granted nationwide. It was noted the connection made at the City Summit of Americas Energy Panel earlier in the year with the facilitator and John Phelan. Meeting was cited as an example of how these relationships can be impactful. Mayor Pro Tem Emily Francis • Noted with Monday and other declared major heat risk events that shelter from the heat is available at Murphy Center, 242 Conifer Street (daytime only), Fort Collins Rescue Mission, 316 Jefferson Street (overnight) and Catholic Charities, 460 Linden Center Drive (overnight). Currently, the plan accommodates service animals but no other pets. Leadership Planning Team Meeting July 17, 2023 Page 3 of 3 Mayor Jeni Arndt • Noted we continue to hear complaints regarding Building Energy and Water Scoring (BEWS). Has been grateful to staff for assistance and asked for further attention be paid holistically to the program to ensure prompt service. Meeting adjourned at 8:52 a.m.
