RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie Daggett,
Deputy City Manager Tyler Marr, Chief Deputy City Clerk Rita Knoll, and Assistant City Clerk Amani Chamberlin
met via Teams on Tuesday, June 20, 2023. The following summarizes the discussions that began at 8:03 a.m.
06/20/2023 Regular Council Meeting:
The published agenda for this meeting was reviewed.
• This Council meeting will be conducted in person with hybrid remote participation options.
Councilmembers will be present in person in Council Chambers. Public participation for the meeting will
be available in three ways: in person, via Zoom, and by phone. The meeting will be broadcast on FCTV on
cable television and via livestream. Spanish interpretation will not be provided.
• The agenda was reviewed, and the following details were discussed:
• Item #17 – Resolution 2023-052 Approving the Boundaries of a Proposed Area to be Designated as a CHIPS
Zone.
o It was noted that this item may be pulled from the Consent Calendar.
• Other Business
o A motion to cancel the August 1 regular meeting due to Neighborhood Night Out will be
considered.
o There are two motions to consider going into Executive Session to discuss (1) real property
acquisition for the Southeast Community Center; and then (2) litigation matters.
Following the first Executive Session, Council will need to return to the Chambers to consider a motion for
the second Executive Session. The FCTV broadcast and the Zoom meeting will end after the second motion
to go into the second session.
NOTE: The June 27 Work Session is cancelled for the CML Conference.

6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts/new items.
• A Staff Report on crime trends, including drug incidents, was tentatively scheduled for October 24. I was
suggested that scheduling the Community Report by the District Attorney on the same date or close in
time to it might fit nicely.
Chief Deputy City Clerk Rita Knoll
• Noted that there is an expected announcement by the occupancy regulation petition representatives
sometime this week.
Deputy City Manager Tyler Marr
• Mentioned that the staff team working on possible changes to the appeals process will be prepared to
present options to the Council at a work session in the November-December timeframe if that works for
Council. The decision was to calendar it in that timeframe. The Mayor mentioned that David Katz
(Planning and Zoning Commission Chairperson) and Kurt Knierim (Historic Preservation Commission
Chairperson) have ideas to offer the staff team.
City Attorney Carrie Daggett
• Noted she will be away from the office starting tomorrow through late next week and Deputy City
Attorney John Duval will be filling in for her.
City Manager Kelly DiMartino
• Mentioned that there will be a regional Broadband celebration on July 6 from 9:30-11:30 in Loveland. The
celebration/recognition is by the Colorado Broadband Office and the National Telecommunications
Information Administration. State and Federal dignitaries are expected to attend.
Mayor Pro Tem Emily Francis
• No additional items.
Mayor Jeni Arndt
• Mentioned that the Public Power Association meeting she just attended was productive.
