The following summarizes the discussions that began at 8:02 a.m. 06/13/2023 Work Session/Special Council Meeting: The published agenda for this meeting was reviewed. • The Work Session regularly scheduled for June 13 will begin at 6:00 pm in the Colorado River Community Room at 222 Laporte Avenue. The Work Session will be broadcast on FCTV via cable television as well as livestream. • The Work Session agenda for this meeting was reviewed. The topic of discussion will be Sustainable Funding Update and Council direction on revenue options and ballot language considerations for referral to the November 2023 ballot. • There will be a Special Meeting immediately following the Work Session in the Colorado River Community Room at 222 Laporte Avenue for an Executive Session to accommodate Mid-Year Reviews of the Council’s direct report employees. The Special Meeting will not be broadcast and remote participation not available. Public participation will be live in the Colorado River Community Room at 222 Laporte Avenue. The order for review is as follows (Times are approximate with breaks, as necessary.): o City Manager 60 minutes o City Attorney 60 minutes o Chief Judge 45 minutes 06/20/2023 Regular Meeting: • This Council meeting will be conducted in person with hybrid remote participation options. Councilmembers will be present in person in Council Chambers at 300 Laporte Avenue. Public participation for the meeting will Leadership Planning Team Meeting June 12, 2023 Page 2 of 3 be available in three ways: in person, via Zoom, and by phone. The meeting will be broadcast on FCTV on cable television and via livestream. Spanish interpretation will not be provided. • Item #3 - Second Reading of Ordinance No. 076, 2023, Appropriating Prior Year Reserves for the Administration of the Land Use Code Regulations. o It was noted that because this item was pulled from the Consent Calendar and was not passed unanimously on June 6, 2023, it should be moved to Items Planned for Discussion. • Item #22 – Appointments to Various Boards and Commissions o A question pertaining to the recruitment cycle regarding the short-term Board appointments for the span of July 2023 – December 2023 was fielded, and that term is being requested for some of the appointments. • OB2 and OB3 – Motions regarding executive session for both Real Estate and Legal Matters o These motions are to be divided up strategically to facilitate transitions from different orders of business smoothly. o So that the public is aware of the transition, FCTV will stay broadcasting until Council returns from the first Executive Session to announce the next Executive Session, then go off camera for the remainder of the evening. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts/new items. • There is current discussion as to when Police Services will be doing a Police Report regarding overdoses, drug use, and suicides in the community to Council. A date is yet to be selected. Staff will follow up with a suggestion. Assistant City Clerk Ann Marie Sharratt • The Chief Deputy Clerk is onboarding a new hire in the Clerk’s Office today. This is why we have both Assistant City Clerks covering LPT today. Deputy City Manager Tyler Marr • No additional items. City Attorney Carrie Daggett • No additional items. Leadership Planning Team Meeting June 12, 2023 Page 3 of 3 City Manager Kelly DiMartino • The new Graduate Management Assistant, Lachlan Woods, is starting today; he reports to Ginny Sawyer. Noted the need and value for this position. • Due to a lot of rain last night, there was street flooding and a power outage due to a vault flooding. Poudre Fire Authority, Dispatch, and Utilities coordinated late night. It was noted that this helpful practice for emergency management planning is taking place within the City. • Met on Friday with Martin Lind, the Loveland City Manager, and their legal team regarding airport matters. It was a productive meeting, and the next steps are for the Loveland City Manager to put in writing what he is asking for. Councilmember Shirley Peel • Noted that when trying to find the golf class the Mayor spoke of on the Golf website, she only saw a listing of 2022 classes. It was noted the calendar of events did have the class and that staff would remove outdated references. • Regarding Skyview GID #15, there is confusion around this topic, noting a split among the community about keeping it or not keeping it. Are we going to be better at communicating about this subject in the community? Will discuss further with City Manager Kelly DiMartino in one-on-one meeting. Mayor Jeni Arndt • City Manager Kelly DiMartino had a very impressive Keynote speech at the International Town and Gown Association Conference on Friday. • Shout out to Stu Reeve for expertise and equanimity in a recent meeting with a community solar advocate. • Meeting with the Colorado Department of Public Health and Environment (CDPHE), Councilmember Ohlson, staff and community members was productive. Expressed gratitude for CDPHE staff investing the time. It was noted that CDPHE is closely monitoring the Prospect Energy site on a regular basis and that the City received compliments of its regulations concerning setbacks and related works. • Shout out to Parks and Recreation for the golf team and the Sunday program at City Park 9 as a low barrier entry to golf for women. They are hosting an important program and doing a great job being inclusive. • Noted the joint appointment for the Airport Commission and that there is one more slot to fill. • Shout out to City Clerk’s Office, Ann Marie and Amani, for stepping into their role as Assistant City Clerk’s.
