The following summarizes the discussions that began at 8:05 a.m. 06/06/2023 Regular Council Meeting: The published agenda for this meeting was reviewed. • This Council meeting will be conducted in person with hybrid remote participation options. Councilmembers will be present in person in Council Chambers. Public participation for the meeting will be available in three ways: in person, via Zoom, and by phone. The meeting will be broadcast on FCTV on cable television and via livestream. Spanish interpretation will not be provided. • The agenda was reviewed. And the following details were discussed: • Item #10 – Items Relating to Sales Tax Code Updates o A) It was noted that Ordinance 081, 2023 included updated code language requested by law enforcement to better assist officers when working with Pawnbrokers, Secondhand Dealers, and Outdoor Vendors. o B) It was confirmed during the meeting that provisions of Ordinance 082, 2023 are necessary due to SB22-032. • Item #12 – Amending Article IX of Chapter 2 of the Code Regarding Emergency Management o It was noted that the current City of Fort Collins Emergency Management Plan is under review and a resolution approving it will be presented at the time of second reading of this ordinance. • Item #13 – Repealing and Reenacting Article II of Chapter 9 of the City code Regarding Open Fire and Burning Restrictions. o The intention of this Ordinance is to better outline burning restrictions for more efficient enforcement by PFA and to clarify application to burning of ditches. Leadership Planning Team Meeting June 05, 2023 Page 2 of 4 • Item #16 – Public Hearing and Resolution 2023-050 Approving the Programs and Projects that will receive Funds from various programs and funds. o A question was posed regarding why this item included the verbiage “Public Hearing”; it was explained that a Public Hearing is required under Housing and Urban Development (HUD) rules so it is noted in the item as a reminder; the public will have a chance to speak. • There will be a Special Work Session immediately following the regular meeting. The Special Work Session is to discuss Water Adequacy Regulations and will be held in the CIC Conference Room at City Hall. 06/13/2023 Work Session/Special Meeting: • The DRAFT agenda for this meeting was reviewed. The topic of discussion will be Sustainable Funding revenue options and an updated summary of possible Charter Amendment questions. • There will be a Special Meeting immediately following the Work Session for an Executive Session to accommodate Mid-Year Reviews of the Council’s direct report employees. The order for review is as follows: o City Manager o City Attorney o Chief Judge 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts/new items. • First reading of any Charter related ballot questions has been scheduled for the 7/18 meeting given the perceived straightforward nature of these topics. Second reading for these, and consideration of any other non-Charter-related ballot questions, is still slated for August 15th. The ballot question follow up item on the 7/25 Work Session will not likely be needed given these changes, but time is still being held to wrap up the sustainable funding conversations. • Related to the budget items scheduled on 10/17, it was noted that although the City operates on a 2-year budget cycle, there is still a mid-cycle review for necessary budget adjustments, as well as an annual appropriation approval process that needs to occur because actual appropriations only happen one year at a time. • It was mentioned that if space and time allow, the 8/8 Work Session would be a good time to present the Community Survey results. The results are important and give a great snapshot of community opinion overall. Privacy and Records Manager Tammi Pusheck • No additional items. Leadership Planning Team Meeting June 05, 2023 Page 3 of 4 Assistant City Clerk Ann Marie Sharratt • Informed LPT meeting attendees that the City Clerk’s office had begun cross-training as it relates to the agenda and other Council related functions and that a rotation had been put in place to help facilitate this cross-training. Introductions of new team members will be forthcoming. Deputy City Manager Tyler Marr • No additional items. City Attorney Carrie Daggett • Explained that the Deputy City Attorney position posting (currently open), closes at the end of June, with interviews scheduled to begin in July, and hope that the process will be completed sometime in August. City Manager Kelly DiMartino • Mentioned there was a potential for confusion regarding a poll the Early Childhood Council was conducting related to the County’s potential ballot measure. The poll included a City-specific question related to a theoretical quarter cent tax for Parks and Recreation that has not been proposed by the City organization. • Noted there would be an upcoming meeting between Montava, ELCO water and the City to share information and discuss current challenges being experienced by involved parties. • Announced there had been a 15-person delegation from Rapid City, SD, focused on sustainability in town last week that were very complimentary with regards to how well organized the City is and the work that we have accomplished in the sustainability space. Gave kudos to staff for their assistance in pulling this visit together. • Noted that the International Town & Gown Association conference is taking place in Fort Collins this week and that she and others from the organization, including Councilmembers, would be participating in various events. Councilmember Tricia Canonico • Mentioned she had been approached by a mobile home park owner with questions about zoning given a potential sale forthcoming. This park was not in the City limits; therefore, asked how mobile home park zoning could be coordinated with Larimer County. Noted this might be a good topic for a joint session with the County commissioners. Staff committed to learn more about forthcoming mobile home park sales in the County where City mobile home park zoning regulations would not apply. Leadership Planning Team Meeting June 05, 2023 Page 4 of 4 • Noted there had been an accident in the roundabout area on Ziegler and Kechter that damaged some trees and inquired as to who was responsible for repairs of the damage. It was noted that typically the City does attempt to collect for damages done to City property, when possible. • With sadness updated that the Owl Tree near Twin Silo Park on Kechter and Evening Primrose was coming down due to a lost limb and substantial rot inside the tree. • Mentioned support of applying to the ICLEI Cities Luncheon. Mayor Jeni Arndt • Reflected on the great Vila Nova de Famalicão, Portugal, partnership and the very productive discussions that were had on a multitude of topics. Time allowed for deep dives in many of the conversations. Meeting adjourned at 9:02 a.m.
