RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Emily Francis, Councilmember Susan Gutowsky, City Manager Kelly DiMartino, City Attorney Carrie
Daggett, Deputy City Manager Tyler Marr, Deputy City Clerk Heather Walls, and Chief Deputy City Clerk Rita Knoll
met via a Teams online conference on Monday, May 30, 2023. The following summarizes the discussions that
began at 8:00 a.m.
June 6 Regular Meeting and Special Work Session:
The draft agendas for these meetings were reviewed.
x This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in three ways: in person, by phone, and
online through Zoom.
x The Special Work Session will immediately following the Council meeting will be held in the CIC and
broadcast on FCTV via cable television as well as livestream.
x The regular meeting will include five proclamations prior to the meeting, 2 second readings, 11 first
readings, and 3 resolutions, one of which includes a public hearing. There are no community or staff
reports, and the only discussion item is the Rental Registration Program. Multiple motions for
consideration are included under Other Business, all relating to the cancellation and rescheduling of
meetings.
x The sole work session item related to regulations for making water adequacy determinations.
6-Month Calendar:
x Upcoming meetings were reviewed with particular attention to any shifts.
x Due to the cancellation of the June 27 work session as well as the CML conference that week, the
Leadership Planning Team (LPT) meeting on June 26 was cancelled. In addition, the July 3 LPT meeting
was cancelled ahead of the July 4 holiday. LPT meetings will resume on July 10.

x The Ziegler-Corbett ODP appeal was moved to August 15 due to the absence of three Councilmembers on
July 18 and the unavoidable conflict of one of the appellants on July 18. In order to accommodate the
appeal on August 15, the East Mulberry Plan adoption will be rescheduled to a future date.
Chief Deputy City Clerk Rita Knoll
x Shared that two finalists have been identified for the Business Systems and Elections Analyst position in
the Clerk’s office. Assistant City Manager Rupa Venkatesh will conduct individual interviews on
Wednesday, and each candidate will have a meet and greet with the City Clerk staff team.
Deputy City Manager Tyler Marr
x In response to Mayor Pro Tem Francis’ question last week on the extra occupancy process, shared that
staff recommends waiting to see how the U+2 petition effort turns out before evaluating how to improve
the extra occupancy permitting process in conjunction with the full policy process for modifying the
occupancy ordinance. Noted that even modifying the extra occupancy ordinance by itself would take time
given modifications needed to various codes. In the meantime, staff is doing preliminary work in
preparation for modifying that process and preparing for outreach efforts.
City Attorney Carrie Daggett
x The Deputy City Attorney job announcement posted last week and will run through the end of June.
Application screening and interviews will take place in July, with hopes of having someone onboard before
John Duval retires in November.
City Manager Kelly DiMartino
x Outlined the current topics for the upcoming City/PSD meeting. Mayor Pro Tem Francis agreed that the
agenda is too heavy and indicated that some items should be rescheduled for another meeting.
Councilmember Susan Gutowsky
x No additional information, but did ask for clarification on how many Councilmembers have to be present
to conduct a meeting (4), and the voting status of Councilmembers participating remotely (they can
participate in the discussion, but cannot vote).
Mayor Pro Tem Emily Francis
x Stated she has not seen information she requested on May 15 regarding the Laporte Avenue construction
between Shields and Overland.
