SUBJECT: 2505 S College Construction Waste Management Update (Former Kmart Site)
The purpose of this memo is to update City Council on the construction waste management
plans at the former Kmart Site (2505 S College) and the project’s compliance status in regard to
the City’s construction and demolition (C&D) recycling requirements.
Background: A large demolition and new build project is underway at 2505 S College. This
project includes the demolition of the former Kmart building, some smaller auxiliary buildings,
and the construction of a new King Soopers building. As with all C&D sites in Fort Collins, this
project is subject to C&D recycling requirements. The C&D recycling ordinance requires all
aggregate (concrete, asphalt, etc.), metal, wood, and cardboard be recycled for demolitions,
new builds, and remodels greater than 2,500 sq ft occurring within the City.
Project Status:
• Several auxiliary buildings have been demolished and the Kmart structure is currently
under demolition.
• Demolition is still on track to achieve 80% diversion which is incredibly high. For context
Pitkin County requires 25% diversion.
• There will be a lot of activity at the site during the earthwork and infrastructure phases of
the project that is not applicable to the recycling ordinance, but this work produces little
to no landfill material.
• Once construction of the new building begins the project will then be subject to the
recycling ordinance again.
• The Environmental Compliance team is working in close cooperation with King Soopers
construction project managers to ensure they are aware and prepared to comply with the
recycling requirements.
Next Steps:
• Continue to monitor recycling status of the project
• Continue to be in close contact with project managers
• Prepare to perform regular inspections of the job site to ensure compliance once the
new building construction begins
• Staff will provide further updates to City Council at key project milestones
