The following summarizes the discussions that began at 8:07 a.m. 5/23/2023 Adjourned Council Meeting and regular Work Session: The published agendas for these meetings were reviewed. • The adjourned Council meeting will be conducted in person with hybrid remote participation options. Councilmembers will be present in person in Council Chambers. Public participation for the meeting will be available in three ways: in person, via Zoom, and by phone, and only applies to the discussion item as the regular public comment period for this meeting occurred at the regular meeting on May 16. There will be no FCTV broadcast of the adjourned meeting, but the meeting will be available to view offsite via Zoom for the public and staff. • The Work Session regularly scheduled for May 23 will occur immediately following the adjourned Council meeting, allowing for time to shift locations for attendees and broadcast. The work session will occur in the Colorado River Community Room at 222 Laporte Avenue. The work session will be broadcast on FCTV via cable television as well as livestream. • Prior to the adjourned meeting, dinner will be available for Councilmembers and staff in the Council Conference Room adjacent to Council Chambers. • Regarding the resolution for consideration as part of the adjourned meeting, it was highlighted that the name of the Councilmember to be designated as the second alternate to the North Front Range Metropolitan Planning Organization (MPO) has been left blank in the materials published for the meeting. When the resolution is moved for approval, the motion will need to include the name of the Councilmember to be designated. • The work session agenda includes a community/staff report from the Fort Collins Museum of Discovery, providing an update on its operations, followed by time for an extended discussion relating to the work occurring on Land Use Code changes. Staff continues to emphasize this work is being shaped by the City’s Leadership Planning Team Meeting May 22, 2023 Page 2 of 4 adopted guiding principles, which come from the City’s adopted plans that have been developed over the last several years with significant engagement and involvement by the community. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • A proposed addition of a special work session for June 6 was discussed. The topic of Water Adequacy has been requested for a work session, and this time was identified as optimal given other scheduling constraints and a relatively light anticipated agenda for that meeting. There was agreement with confirming this scheduling for that date. As part of this, it will be discussed at ELT this week to confirm if it is possible and preferable to hold the work session in the CIC in City Hall instead of spending time to transition to the Colorado River Community Room in 222. • As part of the June 13 work session, after the single planned work session item to discuss sustainable funding topics, staff will also look at remaining at 222 for a special Council meeting to go into executive session for performance reviews, again to avoid spending time making a transition between buildings. The location of the special meeting will be incorporated into the motion Council makes on June 6 to call the special meeting. • At the May 16 Council meeting, the allowable time for hearing the Ziegler-Corbett ODP appeal was extended to September 5. The appeal was previously scheduled to be heard on June 6, but due to issues that came up between the filing of the appeal and the deadline for mailing notice, the hearing won’t go forward on June 6. Instead, July 18 has been identified as optimal time for Council for rescheduling this appeal. One of the two appellants has indicated a conflict with this date, however, the Clerk’s Office will follow up on this to determine if the conflict can be shifted or if it does in fact meet the requirements of the City Code as an unavoidable conflict that requires identification of another date for the appeal. • In reviewing upcoming meetings, including the planned special work session on July 31 for another extended discussion regarding Land Use Code changes, there was discussion around planned timelines for bringing potential ordinance language forward for consideration by the Council. Current timing looks like potentially having ordinance language ready for the Planning and Zoning Commission to consider in August, and then coming to Council for first reading at the second meeting in September. It was noted this will likely be discussed as part of forthcoming work sessions. • It was noted August 15 is getting to be a full agenda, and it will likely be necessary to shift the east Mulberry Plan Adoption to a later date. This is something staff had planned for if it became necessary. City Clerk Anissa Hollingshead • Shared it was a great experience to attend the annual IIMC (International Institute of Municipal Clerks) Conference last week in Minneapolis, Minnesota. Clerk Hollingshead was invited to present at the Conference for the first time, the only active clerk to do so at this year’s event. Leadership Planning Team Meeting May 22, 2023 Page 3 of 4 Deputy City Manager Tyler Marr • No additional items. City Attorney Carrie Daggett • No additional items. City Manager Kelly DiMartino • Last week’s visit by a delegation from Park City, Utah went well. There were 60 people touring Fort Collins and meeting with City staff, noting it was fun to have people who know cities here who are appreciative of so many things we often take for granted. Among other things, the group applauded the downtown area and how well used and loved it is by residents. Mayor Pro Tem Emily Francis • Asked about the status of the occupancy regulations on the planning calendar. Currently, the occupancy regulations ordinance to change impacted codes is reflected under unscheduled items on the calendar. It was requested to add a separate notation regarding the work that can be moving forward now regarding the permitting process for occupancy variances, without waiting for the results of the current petition effort or other action on the broader occupancy topic. There was strong interest expressed by Councilmembers at the work session in improving and simplifying the permit process and it is not part of the overall issue of what the occupancy limit or policy will be. In addition, Council will want to do a significant amount of engagement around the topic of occupancy generally and that also does not need to delay staff’s work on the permit issues. • Shared reflections on the ability of Denver to keep three blocks of Larimer Street closed to traffic at times, in the middle of core business and traffic corridors and noted she was looking forward to the fall work session on Downtown parking. The model on Larimer St allows for patios in the street as well as increased modes of usage when closed. This kind of model is an encouragement to think about how we use public streets differently, and not always for programmed purposes. Mayor Jeni Arndt • Regarding the airport, shared despite her no vote at the most recent board meeting, the contract is moving forward. Also noted there are interviews coming up for two vacancies on the Airport Board. • Attended a recent Golf Board Luncheon and barbecue for employees at all three City owned courses, also sharing she is looking forward to learning to play golf in an upcoming lesson series she has signed up for through the Parks Department. Leadership Planning Team Meeting May 22, 2023 Page 4 of 4 • Shared appreciation for the Police Department, and especially Deputy Chief Greg Yeager and Assistant Chief Adam McCambridge, who both filled in for Chief Swoboda at the last minute in joining her to meet with a resident. Those interactions demonstrated committed listening and responsiveness in a very kind way. • Noted she was able to participate in recognition for Police Week last week, as well as recognition for 50 year Utilities employee Ray Fisher. She noted as well that both Ray’s father and son have been City employees. Meeting adjourned at 8:56 a.m.
