The following summarizes the discussions that began at 8:00 a.m. 5/16/2023 Council Meeting: The published agenda for this meeting was reviewed. • This Council meeting will be conducted in person with hybrid remote participation options. Councilmembers will be present in person in Council Chambers. Public participation for the meeting will be available in three ways: in person, via Zoom, and by phone. The meeting will be broadcast on FCTV on cable television and via livestream. Spanish interpretation will be provided. • Prior to the meeting, there will be the presentation of a proclamation for Public Service Recognition Week. Employees who received awards at the breakfast last week have been invited to attend. • The consent calendar was reviewed. There are five second readings of ordinances, one first reading, and two resolutions planned for the consent calendar along with approval of one set of minutes. • The discussion agenda includes second reading of the Land Use Code to include 1041 regulations. Minimum wage and regulations for making water adequacy determinations are scheduled for first reading. In response to questions relating to prior discussion of the water adequacy item, the agenda item summary (Item #11) includes a list of relevant past Council discussions, including links to work session summaries from those discussions. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • There is an issue relating to the Ziegler-Corbett ODP appeal scheduled on June 6. There is a question as to whether the developer can proceed with the project that may result in withdrawal of the application and render the appeals mute. In order to allow resolution of this issue prior to sending notice of the Leadership Planning Team Meeting May 15, 2023 Page 2 of 3 appeal hearing, staff suggested Council extend the time for hearing the appeal to allow enough time for the status of the property purchase to progress before mailing of the notice of a hearing is required. The agenda will be updated to include consideration of motion under Other Business to address the extension of time. • With regard to the addition of 1041 Regulations Regarding Extraterritorial Jurisdictions to the list of unscheduled work session items, the Mayor and Mayor Pro Tem do not believe it is needed. If the Agenda Item Summary for tomorrow’s second reading of 1041 Land Use Code amendments does not address natural areas outside of the city limits, staff is asked to provide a read before memo on the topic. • City Attorney Daggett noted staff has scheduled time on June 20 to update Council of recent litigation matters. Chief Deputy City Clerk Rita Knoll • No additional items. Assistant City Manager Rupa Venkatesh • DOLA announced the first round of ARPA Transformational Homelessness Response Grants awards. Homeward Alliance’s application for $500,000 to be used towards a strategic plan for Larimer County was approved in full. The State has not announced any grant awards for capital requests, to include the Fort Collins Rescue Mission application for the 24/7 shelter and no timeline was given for announcement. • Indicated the City of Loveland is requesting interview times for the Airport Commission be increased from 15 minutes to 30 minutes, the interviews take place during the day, and they be in-person. Daytime interviews are problematic for Councilmembers will full-time jobs. Staff is proposing starting at 4 pm on June 7 or 12 at the Council Tree Library. The Mayor concurred with staff’s proposal. City Attorney Carrie Daggett • Noted that the Ethics Review Board is meeting on Wednesday at 4 pm via Zoom. Agenda materials went out last Thursday. City Manager Kelly DiMartino • Attended the Visit Fort Collins community brand launch last week. Staff will provide a copy of the full presentation to the Council in the Thursday packet. • Mayor and City Manager received a request from Tim Gosar on behalf of Larimer Alliance, state-wide environmental groups, and non profit organizations in regards to their recommendations to Colorado Oil and Gas Conservation Commission (COGCC)’s cumulative impacts task force/working group. The request is for Mayor Arndt to also sign the recommendation letter in which she responded that she will consult with Council first. Leadership Planning Team Meeting May 15, 2023 Page 3 of 3 Mayor Pro Tem Emily Francis • Noted she is hearing concerns about Laporte Avenue construction and the bike lanes. She requested a map showing the plans for LaPorte from Shields to Taft Hill Road and the timeline for full buildout. Mayor Jeni Arndt • Reflected on the National Security Forum she attended in Montgomery, Alabama. She was very impressed with the event. Meeting adjourned at 8:51 a.m.
