RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Emily Francis, Councilmember Kelly Ohlson, City Manager Kelly DiMartino, City Attorney Carrie
Daggett, Deputy City Manager Tyler Marr, and City Clerk Anissa Hollingshead met in the City Manager’s
Conference Room on Monday, May 8, 2023. The following summarizes the discussions that began at 8:00 a.m.
5/9/2023 Work Session:
The published agenda for this meeting was reviewed.
• This work session will be conducted in person with hybrid remote participation options.
Councilmembers will be present in person in the Colorado Room at the 222 Building. Remote
participation by staff as needed will be via the regular Zoom link for the meeting. Dinner will be available
for Councilmembers beginning at 5 p.m. at the meeting site.
• The items planned for the work session were reviewed.
• For the discussion on Occupancy Regulations, staff will be prepared to discuss the final outcome during
the legislative session ending today of SB213, including any potential impacts from the legislation on the
City’s current regulations. Also requested was the inclusion of a backup slide in the presentation
showing the text of the current initiative petition being circulated by a group of Fort Collins residents.
5/16/2023 Council Meeting:
The draft agenda for this meeting was reviewed.
• This Council meeting will be conducted in person with hybrid remote participation options.
Councilmembers will be present in person in Council Chambers. Public participation for the meeting will
be available in three ways: in person, via Zoom, and by phone. The meeting will be broadcast on FCTV
on cable television and via livestream.
• Prior to the meeting, there will be one proclamation at 5 p.m. recognizing City employees for Public
Service Recognition Week. Given the depth of the agenda, a previously planned employee recognition
presentation at the beginning of the meeting has been consolidated into the proclamation period.
Councilmembers are encouraged to attend the proclamation, where recipients of employee recognition

awards being held this week will be invited to attend. There will be photos taken following the
presentation.
• There will also be the City Works Graduation prior to the meeting, with the graduates invited to join
Council for dinner in the CIC room prior to observing the meeting.
• The consent calendar was reviewed.
There are five second readings of ordinances, two first readings, and two resolutions planned for the
consent calendar along with approval of one set of minutes.
• It was noted the item on the consent calendar relating to the amendment of a shared parking easement
is a positive outcome to the City to provide additional shared parking at the King Soopers location at
College and Drake for MAX riders.
• The discussion agenda includes three items, the ordinance relating to amendments to the Land Use
Code to include 1041 regulations for second reading, and first readings of the minimum wage ordinance
and amendments to the land use code to include regulations for making water adequacy
determinations.
• Staff will endeavor to provide information showing previously presented versions of the 1041 ordinance
or at least a summary of changes as part of the agenda materials or in a separate memo to Council.
• Regarding the land use code amendments relating to water adequacy, it was noted this item is
unrelated to water storage and the topic of this week’s work session. The City has had a Water Court
case stayed for almost a year in order to get this action done, and the Water Court will not likely stay
that case further. There are requests for more time to consider this item, including at the Planning and
Zoning Commission. This is the result of unresolved issues of disagreement that are not likely to shift
further and therefore this item is moving forward to Council now.
• There was a request to check the dais speakers prior to this meeting. It was noted they haven’t been
heard to be in operation by Councilmembers in recent meetings.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• It is being determined by the City Attorney’s Office whether the appeal relating to the Ziegler-Corbett
Overall Development must proceed. The applicant for the project has withdrawn the application for the
portion of the project subject to the appeal after not being able to purchase the subject property.
• For June 13, it was confirmed the work session for discussing Sustainable Funding will occur first, in the
Colorado Room in 222, to be followed by a special Council meeting to be held at City Hall for midyear
reviews of Council direct reports.

City Clerk Anissa Hollingshead
• Will be attending the IIMC (International Institute of Municipal Clerks) conference next week. Chief
Deputy City Clerk Rita Knoll will be covering LPT and Deputy Clerk Heather Walls will clerk the Council
meeting.
Deputy City Manager Tyler Marr
• Legislative session ends today. Kudos to our legislative team, including Ginny Sawyer and the City’s
lobbyists for their work in what has been a very busy session.
• Will be out of the office Wednesday afternoon through the following week.
• Attended the snow appreciation breakfast last week with other members of the ELT to celebrate all the
team members who jointly deliverer snow removal services. Kudos to that entire team on a great season
of work.
City Attorney Carrie Daggett
• The City Attorney’s Office is fully staffed at this time and will be getting started on a search for a new
deputy city attorney, as John Duval prepares to retire in the late fall.
City Manager Kelly DiMartino
• Good news item: the residential trash contract was signed on Friday.
• Regarding seating at the dais for Council meeting, proposed fixed seating at the dais, in district order for
ease in ensuring accurate space set up. There was agreement with this approach. It was noted there will
still be a rotation used in calling roll call for meeting attendance and votes.
• Noted there has been intentionality around being sparing in using 2x2 conversations with Council. At
this point, given current timing for sustainable funding conversations, there is a desire to plan 2x2
conversations by the end of May for this topic. There are some things that have been evolving with that
conversation that would be helpful to have further input from Council before the item returns to the
next work session. Kelly DiMartino, Travis Storin and Ginny Sawyer will be part of these conversations
with Councilmembers who will see these being scheduled.
