Thank you for outlining your perspectives and elaborating on your reasoning that 1041 Regulations should be adopted without geographical limitations as a way to achieve Our Climate Future goals. The 1041 Regulations are scheduled to come to City Council for first reading during the May 2, 2023 regular meeting. We encourage you to view the proceedings that night at City Hall, online or on FCTV, if you wish. Best Regards, Jeni Arndt Mayor /sek cc: City Council Members Kelly DiMartino, City Manager MEMORANDUM NATURAL RESOURCES ADVISORY BOARD DATE:April 24,2023 TO:Mayor and City Council Members FROM:Natural Resources Advisory Board SUBJECT:Recommendation Regarding 1041 Regulations Dear Mayor and Councilmembers, The Natural Resources Advisory Board encourages council to reevaluate their position regarding regulating activities outside the city limits in respect to 1041 Regulations.NRAB is in favor of staff examining “Decision Point 3”from the April 13,2023 memo by Kirk Longstein,Senior Environmental Planner,to potentially add a common review standard that analyzes activities causing an adverse impact on Fort Collins property regardless of where the construction takes place.NRAB further supports a future work session to explore parameters on how 1041 Regulations and their expansion should be applied to the Land Use Code. The Board views the adoption of 1041 Regulations,without geographical limitations,as instrumental in achieving Our Climate Future goals,particularly as it pertains to the “Big Move 3:Climate Resilient Community,”“Big Move 11:Healthy Natural Spaces,”and additional environmental health goals outlined in the City ’s strategic plan.
