RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr,
Deputy City Attorney John Duval, and Chief Deputy City Clerk Rita Knoll met in-person on Monday, April 24,
2023. The following summarizes the discussions that began at 8:00 a.m.
4/25/2023 Work Session:
The published agenda for this work session was reviewed.
• This work session will be conducted in person with hybrid remote participation options.
Councilmembers will be present in person in the Colorado Room at the 222 Building. Remote
participation by staff as needed will be via the regular Zoom link for the meeting. Dinner will be available
for Councilmembers beginning at 5 pm at the meeting site. CSU President Amy Parsons is expected to
join Council at 5:30 pm.
• The items planned for the work session were reviewed.
• With respect to the Sustainable Revenue discussion, it was noted that the materials provided to the
Finance Committee on April 6, 2023, including all information presented about a large emitter tax, were
provided with limited alterations for this work session based on the dialogue at Finance Committee.
5/2/2023 Council Meeting:
The DRAFT agenda for this meeting was reviewed.
• No changes were made to the agenda, except for a couple of items labeled as first readings should be
second readings. The agenda will be corrected before final production.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• A special work session scheduled for June 20 will not be held, and the only topic for discussion, Oil and
Gas Operational Standards, will be moved to unscheduled and a recommendation for a rescheduling
date will be brought back in the next week or two. This move was made in anticipation of a needed
executive session after the regular meeting to discuss ongoing litigation.

• Provided an update on the status of the U+2 Initiative. The petition has not yet been approved for
circulation.
Deputy City Manager Tyler Marr
• The City has launched a new web page, fcgov.com/dig, which provides a consolidated place for
construction projects and associated updates. Current Utility and Engineering projects are included,
with links to Streets and FCMoves. Other departments will be added soon.
• Staff received an update that Senators Bennett and Hickenlooper advanced the City’s request
regarding a Congressionally directed spending request for the Carnegie Building. It should be
noted that this is not a guarantee of the funding, but advancement in that process.
• Provided a response to the inquiry last week about Linden Street renovation. An assessment of
the space and project is planned after the summer season, particularly regarding the outdoor
patios. It was reiterated that the patios are not out of ADA compliance, but a request was made
to ensure a focus on passibility and mobility access throughout the time leading up to the
assessment.
Deputy City Attorney John Duval
• No additional items.
City Manager Kelly DiMartino
• Spoke of all of the events over the weekend and expressed appreciation for the staff efforts to make
them happen.
• Noted that staff is looking into tall banners to bring attention to locations where Councilmembers are
available to visit.
• Mentioned that she and the Mayor continue to work through ongoing issues at the Airport.
• Noted she and others from the Manager’s Office would be attending the state city and county
management conference in Glenwood Springs this week.

Mayor Pro Tem Emily Francis
• Noted the letter from the Fort Collins Sustainability Group regarding the exclusion of large emitter tax in
the Council Work Session materials. It was noted that the same information on that topic was provided
to Council as was provided to the Finance Committee.
Mayor Jeni Arndt
• Agreed that it was a great weekend. She specifically mentioned the PowWow, which was well attended
and nicely done. She also mentioned the successful Earth Day event.
• Noted she will be attending the Cities Summit of the Americas Wednesday through Friday.
