RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Deputy City Manager Tyler Marr, City Attorney Carrie Daggett,
Assistant City Manager Rupa Venkatesh, and Tammi Pusheck from the City Clerk’s Office met in‐person on
Monday, April 10, 2023. The following summarizes the discussions that began at 8:00 a.m.
4/11/2023 Work Session:
The published agenda for this work session was reviewed.
This work session will be conducted in person with hybrid remote participation options. Councilmembers
will be present in person in the Colorado Room at the 222 Building. Remote participation by staff as
needed will be via the regular Zoom link for the meeting. Dinner will be available for Councilmembers
beginning at 5 pm at the meeting site.
The items planned for the work session were reviewed.
Regarding Item # 3 – Land use Code Extended Discussion; it was highlighted and noted that this will have
a long presentation; however, there will be several pauses during the presentation for Council to reflect
and ask questions. Also discussed was the extensive level of engagement that was taking place.
Specifically, at the State level, Cathy Kipp and Andrew Boesenecker hosted a town hall forum over the
weekend in which approximately 70 people turned out to discuss the proposed state bill concerning Land
Use. They are planning on hosting another town hall discussion this coming weekend.
4/18/2023 Council Meeting:
The DRAFT agenda for this meeting was reviewed.
It was agreed that an additional proclamation regarding Mental Health Awareness would be added to
the evening. There will be a total of six proclamations. In addition to the Mental Health Awareness
proclamation, there are five other proclamations scheduled for this evening that include:
o Declaring April 23‐29 as Crime Victim Rights Week
o Declaring April 28, 2023, as Arbor Day
o Declaring April 2023 as Asian Pacific Islander Desi American (APIDA) Heritage Month
o Declaring April as National Volunteer Month

o Declaring May 7‐13, 2023, as Drinking Water Week
It was shared that Item # 12 – First Reading of an Ordinance to Vacate the Right‐of‐Way as Dedicated on
the Impala Plat will be moved to the May 2, 2023, meeting.
Item # 16 – Items Relating to Rental Housing Program – Clarification was offered that what Council
approved on first reading remained a full cost recovery model, but there is potential in future budget
cycles to fund the program differently if so desired. Clarification will also be provided on the timing of
program implementation and future decision and review points. Additionally, information will be
provided on the current complaint‐based system and how it functions. Staff was asked to be prepared to
speak to the following:
o What specifically did the Task Force recommend? What is the difference between licensure and
registration?
o What does enforcement and prosecution of this program look like? Does it accomplish the goal
of addressing bad landlords?
6‐Month Calendar:
Upcoming meetings were reviewed with particular attention to any shifts.
The City Clerk’s Office received two separate appeals on 4/5/2023 related to the Planning and Zoning
Commission’s March 23, 2023, decision on the Ziegler/Corbett ODP Major Amendment, MJA220004. It
was agreed that the best date to hear this appeal will be June 6, 2023.
Discussion took place regarding May 9, 2023, and the possible placement on the calendar for discussion
of possible ballot questions. This would be the review of the current list of possibilities and not a review
of actual ballot language.
Also noted was the need for another Work Session related to Sustainable Funding. There will be further
discussion during ELT to better pinpoint a date for this item to be placed on the calendar prior to the
already scheduled Work Session in July.
It was mentioned that June 13, 2023, might have room for an additional item on the calendar. All
parties agreed that the midyear reviews may not need a full three hours to complete, but that it would
be a new precedent to schedule additional items.
Mayor Pro Tem Francis asked for the Downtown Parking System Update discussion currently on the
unscheduled list to be placed on the calendar.
