RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie Daggett,
Deputy City Manager Tyler Marr, and City Clerk Anissa Hollingshead met via a Teams online conference on
Monday, April 3, 2023. The following summarizes the discussions that began at 8:00 a.m.
3/21/2023 Council Meeting:
The published agenda for this meeting was reviewed.
• This Council meeting will be conducted in person with hybrid remote participation options.
Councilmembers will be present in person in Council Chambers. Public participation for the meeting will
be available in three ways: in person, via Zoom, and by phone. The meeting will be broadcast on FCTV
on cable television and via livestream.
• Prior to the meeting, beginning at 4:30 p.m., there will be a community barbecue hosted by ASCSU
(Associated Students of Colorado State University). This has been planned to occur at Washington Park,
on the north side of City Hall. The weather forecast for Tuesday appears to be significantly cooler, with
the potential for high winds and/or snow fall. At this point, contingency plans are to move dinner to the
222 building if necessary. In the event ASCSU opts to cancel the event, that will be communicated as
soon as known to Councilmembers and staff.
• A special event permit has been obtained by the Larimer Alliance for Health, Safety & the Environment
for a rally before the meeting, beginning at 5:15 p.m., continuing until the start of the meeting at 6 p.m.
They plan to rally regarding draft oil and gas regulations.
• Five proclamations are planned for this meeting, including proclaiming April as: 1) Donate Life Month, 2)
Fair Housing Month, 3) Sexual Assault Awareness Month, and 4) Southwest Asian North African Heritage
Month, as well as proclaiming April 22 as Earth Day, all to be presented beginning at 5 p.m. in Council
Chambers. Interpretation will be provided for the presentation of the Fair Housing Month, which will be
presented in both English and Spanish.
• The consent calendar was reviewed.
In addition to the approval of minutes from the last Council meeting, there are 15 second readings of

ordinances, 11 first readings, and nine resolutions planned for the consent calendar. Four of these
second readings were postponed at the March 21 meeting to allow time for publication in the
Coloradoan of required notice in advance of their adoption on second reading. Six of the first readings
are ordinances that were adopted on second reading on March 7 and did not have the required notice
published within the requisite time frame in the Coloradoan. As a result, these ordinances are being
brought back to Council to repeal the prior actions and reenact the ordinances to ensure they are
properly effectuated.
• In response to a question about item 21 for the resolution terminating the oil and gas operator
agreement between the City and Prospect Energy, it was clarified this action is being taken because the
existing agreement was executed in 2013 with less stringent terms than current state regulations.
Terminating the agreement allows these operations to default to current state regulations.
• The discussion agenda includes four items. Item 24 is the second reading of an ordinance amending the
Land Use Code to regulate oil and gas facilities and pipelines. This second reading was set by Council on
December 20, 2022, to allow time for more public outreach. Mayor Arndt commended the staff working
on this for doing a great job in working intently to build understanding across a range of stakeholders.
It was also noted that it would be helpful to have more historical context to support the conversations
that will be occurring amongst the Council. A read before memo will be provided Tuesday that includes
the past work session summaries to help provide context for the focus on Land Use Code changes
before the Council at this meeting.
• The remaining discussion items include first readings of two ordinances relating to a rental housing
program, first readings of two more ordinances that were adopted on second reading on March 7 that
need to be repealed and reenacted for procedural reasons but were not adopted unanimously
originally, and first reading of an ordinance to set ballot language for a potential Charter amendment to
amend candidate qualifications to align with the State Constitution.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• It was confirmed the first reading of the North College Mobile Home Park Rezoning ordinance planned
for May 2 is appropriate for the consent calendar.
• It was confirmed the May 16 first reading of amendments to the Land Use Code relating to water
adequacy should be a discussion item. Mayor Arndt noted the housing bill currently being considered by
the State includes water adequacy provisions that could have the potential to impact the City. This is
being looked at by the City Attorney’s Office and City staff.
• The Library District has provided its annual report and requested time with the Council to share on
upcoming plans. It was decided this will be scheduled after the potential executive session scheduled for
April 18 due to some potential connections to the discussions that will occur that evening.

• No additional item.
Deputy City Manager Tyler Marr
• Noted the National League of Cities sessions and time in Washington on Capitol Hill was quite valuable
and time well spent. Was particularly valuable to learn expectations and insights from our delegation on
federal funding opportunities.
City Attorney Carrie Daggett
• Noted last Friday was Mary Donaldson’s last day and she has now retired after over 28 years in the City
Attorney’s Office.
• Sara Arfmann starts today as a new attorney, joining the organization from the Colorado Springs’ City
Attorney’s Office.
City Manager Kelly DiMartino
• Shared there are significant volunteer week activities coming up. Planned activities are robust and will
ensure Council has the full schedule as they are welcome to participate in events as schedules allow. She
also shared the City’s team did get recertified through the Points of Life program and so these efforts
will be celebrated as well as part of this effort.
Mayor Pro Tem Emily Francis
• Attended meeting with Joe Neguse and the County on Friday. While it was mainly county focused, noted
it was still good to check in and see what they are asking for.
• Regarding the upcoming municipal election in November, asked when campaign forms will be updated
with new filing dates as well as updated references from April to November. Clerk Hollingshead noted
the primary thing that needs to be in place for posting updated filing dates is the final adoption on
second reading of the code changes to filing deadlines. That is scheduled for the April 4 Council meeting.
Staff will be able to make the updated postings once that is done as soon as capacity allows. This is a
priority.
• Noted filing the required campaign finance annual report was difficult because it is an Excel form and
not everyone has Excel. She asked how we can we make filing those reports easier. Clerk Hollingshead
noted the Clerk’s Office will explore potential resources that may be available to assist in transitioning

these forms to another format that still supports needs for format consistency for document transition
in an accessible format for web format, as well as offers auto-calculation features for users inputting
data.
Mayor Jeni Arndt
• Noted if campaign finance forms are being redone, they are not currently searchable. Clerk Hollingshead
committed to looking at that as well, including ensuring documents are converted to PDF rather than
scanned so they are not image files. In response to a question about seeing amounts by reporting period
but not in total, it was noted that was addressed in code changes last summer that resulted in a
redesign to the form that includes cumulative totals on each report from prior reporting periods.
• Noted she also attended and valued the session with Representative Joe Neguse.
