Mason, 2nd Floor Fort Collins, CO 80522 970.221.653 MEMORANDUM DATE: March 13, 2023 TO: Mayor and City Councilmembers FROM: Teresa Roche, Human Resources CC: Kelly DiMartino, City Manager Carrie Daggett, City Attorney Rupa Venkatesh, Assistant City Manager Davina Lau, Public Engagement Specialist RE: Respectful Workplace Policy Annual Report _____________________________________________________________________ This memo provides the 2022 annual report regarding complaints under the Respectful Workplace Policy (RWP), which City Council adopted in February 2019. 2022 Complaints • Two complaints were received regarding the conduct of two different Board and Commission members. Staff from Human Resources and the City Attorney’s Office met with the board members raising the concerns. Both complainants indicated they did not believe the conduct fell under the RWP yet wanted to share their deep concerns about the behaviors and their impact. Once it was determined that the complaining parties did not view the complaint of conduct as a violation of the RWP, the City Manager’s and City Clerk’s offices were engaged. Proactive Strategies • In February 2022, training on the RWP was facilitated by Tami Tanoue for the City Council and their appointed employees, which is required every two years. • The City Clerk’s office staff will bring a draft Code of Conduct and complaint process to the Ad Hoc Board and Commissions Ad Hoc Committee’s meeting on April 5, 2023. This document will further outline standards for behavior and training, and communications strategies. • Staff from Human Resources and the City Attorney’s office are working on suggested modifications to the Respectful Workplace Policy based on experience with the policy. They will also bring the recommended changes forward. TR
